Korea has achieved high growth of economics and become one of powerful countries as a result of integrated advantages and potential. However, identities of our nation and city which have rapidly grown only based on logics of economic growth are disappearing. Cities have insensibly inclined on building skyscrapers or huge buildings and redevelopment of metropolitan cities to achieve the goal of showing off and justified them under the pretext of a landmark. Historical symbols, their neighboring areas and cultural space as well as large and high buildings can also be landmarks. If historical and cultural space is sublimed into their landmark, cities present new cultural space to citizens, which can create their new values. It can develop into personality which symbolizes cities. However, development of the outskirts of cities brings external expansion, produces a number of continuous problems and aggravates declines of downtown.
A city is a space where every element is lively breathing. That is, new values of the city can not be formed if only part of it is satisfied. It may take tens of years for only part of industries to achieve their goals. The value of city can be maximized when it is well mingled with surrounding areas as well as space to create values.
If regeneration of old downtown is approached in an organized way based on efficiency of space and cultural and artistic value, the space of city can enhance amenity and quality of living. It will be a chance to change quantitative and qualitative values of city. A variety of creative cultural space should be designed to satisfy cultural and artistic demand of regional people as subjects of culture customers. Governments and local governments should be prepared for it and develop strategic approaches, and participation of residents is necessary. Cultural needs such as future life, desires, and living quality should be satisfied through communication with residents, which will contribute to increased number of national and international visitors and activation of local economy. Then more people will visit the city and economic ripple effect through city tour and export of content products will be created, which activates city economy and brings more investment and capitals to new facilities. It can be achieved through use of cultural assets. If it is consistently recirculate within the city, its cultural space will have sustainable development. The space will have consistent value and reinforce self-pride and solidarity as a way to find its identity. As the raised value of city contributes to increase of self-esteem as well as economic value such as GDP․GNP, economic values given to city and national image will increase.
To regenerate old downtown as a historical, cultural and artistic center and its neighboring areas, a different approach from other cities is needed. It should have spatial attraction, creativity and identity. If the center of the old downtown and its neighboring areas reactivate cultural space and will be a field of activities to consume and reproduce culture, it will create high-added value. They should have long-term and organized vision and directionality and keep creating regional attraction and identity, which will be energy for future growth of community. Cultural space will be important base of development as a city of the future and an opportunity to enter into a qualified world center. Future studies should deal with economic value the regenerated space has as a historical, cultural and artistic center and challenges to be faced with.
