PERT/CPM, the most universal and general schedule calculation way, is very important management techniques that are used across industries such as construction, manufacturing, research, IT, etc. In particular, process management grafted on EVMS can be used as an element of quantitative planning and performance measurement. However, planning without considering adequate budgets and effective commitment of the budget can be a factor of the project's failure due to the cause of changes in the schedule. For the success of the project, correct distribution of costs and efficient plan of schedules should be preceded first, and then the EVMS basic indicators should be established.
The various process management tool currently in use is delegated all activities for establishing the basic indicators to the process managers without providing the EVMS basic indicators. But it is realistically impossible that hundreds or even thousands of tasks distribute into appropriate cost and then establish the basic indicators. PERT/CPM techniques can calculate the margin of work through the EST and LST. Depending on utilizing the calculated margin as any form, the aimed Target Schedule can be defined. In this regard, I propose two algorithms, I think that the proposed algorithms provide the process managers with the objective and more accurate EVMS basic indicators.
