To copy with rapidly changing environment, all of organizations seek revolutionary change. Like private organization, local government go ahead with learning organization, and need to achieve performance as learning organization. Recently, a number of local governments are introducing new innovation way-namely, learning organization- to their organization.
Learning organization contribute to improve competition of local officials and the efficacy of management, and to increase organizational performance. Local governments should be learning organization. But there are few researches to learning organization's performance in local governments in spite of its importance to the relations between learning organization and organizational performance.
This thesis is empirically explored to the impacts of learning organization on local governments' performance. This study targets local officials working at a main center in five cities, namely Changwon, Masan, Gimhae, Miryang, Jinhae. 202 usable questionnaires were obtained from 230 questionnaires distributed. The data sets from the survey instruments were scored, coded, and analyzed by using SPSSPCWIN. Main analysis method is path analysis.
The learning organization are composed with factors of seven dimension, such as team learning, empowerment, learning readership, system connection, embedded system, dialogue & inquiry, and continuous learning. Local governments' performance is comprised of five factors-Organizational Commitment, management efficiency, performance of knowledge management system, Watkins & Marsick's knowledge performance, creative administration.
The findings are as follows: First, total score of learning organization was the average level(average 3.4). Of seven dimensions, the score of system connection was higher, and embedded system was lowest.
Second, learning organization contribute to increase organizational performance, namely Organizational Commitment, management efficiency, performance of knowledge management system, knowledge performance, creative administration-. But relatively high in Organizational Commitment and low in performance of knowledge management system.
Third, resulting from multiple regression analysis, it was revealed that some variables - such as empowerment, providing leadership, system connection, embedded system, dialogue and inquiry - have a strong influence on performance of learning organization.
Forth, in path analysis, there are relations among factors influencing of learning organization, its' level and organizational performance. The level of learning organization was influenced by factors of organizational characteristics, and its level affects all aspects of organizational performance.
Based on these results, alternatives for learning organization of local governments were discussed.
