The purpose of this study is to provide a framework of performance management so that universities can measure their performance by themselves to enhance competitiveness. This research suggests performance indicators based on previous studies from the professional and comprehensive perspectives and proposes strategic system to educate students and conduct research efficiently.
It presents cases of universities by their specialties, education or research, and proposes integrated and strategic performance management system to contribute to raising efficiency of university management. In addition, the author provides measures to improve financial operations so that resources can be injected to education and research efficiently.
Moreover, the study evaluates financial conditions that are essential for efficient investment in education and research and classifies them into several groups, creating new classification system, which the author puts forward for self-evaluation.
Finally, the study divides universities' finances into two categories of education and research and finds factors that highly contribute to enhancing efficiency by each category to present financial strategies suited for each category to improve efficiency. This will assist to set up efficiency improvement strategy to enhance efficiency of financial operations of education and research.
This study analyzes three evaluation models of university education finance, university research finance, university finance comprehensive and proposes High Growth Expanding Model(HGEM), Low Growth Replenishing Model(LGRM), High Growth Replenishing Model(HGRM), and Low Growth Expanding Model(LGEM).
