and Recommendations for Future Policy

The purpose of this study is to analyze Korean military leisure programs that spiritually augment combat capabilities and to recommend future policies. To this purpose by the help of the in-depth interviews with six professors and professionals from the relevant study area, a pre-examination on the leisure culture of the military along with a semi-structured open survey of the Delphi investigation has been prepared. The Delphi professional investigation has been put two trials to analyze the military leisure program types, followed by the additional third trial in which the AHP survey has helped determine the priorities among the future policy drafts.
The panel of experts has been formed by the selected members of forty-two professionals including those from the academic circles, government agencies, and military authorities. The data resulting from the investigation has been revised, and opinions have been collected using five-point (re-cut) scale. In conclusion, the results of the investigation recommend five policies and twenty-two pertinent specifics on the military leisure activities as illustrated below:
First, the military leisure programs are classified into five categories: development of physical strength, cultivation of body and soul, cultural and artistic activities, social activities, and self-improvement. Among these activity programs those related to physical activities (such as playing and watching leisure sports) are predicted to play a significant role in the future as they do in the present. Moreover, not only will community service and religious activities make vigorous progress, but also extreme sports and artistic activities will take up a large part of leisure programs in the future.
Second, the importance of the leisure programs in the military has been recognized. Their function in the military life is as important as that in the society. Especially, the sweeping social change to five-day week system shows that the importance of leisure time has been realized in the army as well. While serving in the military, the leisure activity programs bring about lower stress level along with higher quality of life for the soldiers. And, because these programs eventually help achieve unity and raise fighting spirit among the soldiers, they are the groundwork for building up combat capabilities.
Third, it is found that the military officials in general have insufficient understanding of the military policies on leisure programs. While their understanding at the external level that focuses on the pure existence of the military has proved much development, their understanding at the internal level that focuses on increasing the practical fighting power on daily basis has been insufficient. The fact that it is the soldiers who make the decision whether to win or lose the battle demonstrates the importance of the educational training in peacetime. The army life in peacetime makes progress based upon the policy system, and thus the authority for administrative control and system enforcement greatly depend on the executive members' awareness.
Fourth, to decide on the future policies on the military leisure activities, a questionnaire has been made to rate priorities among areas to be amended. And, the following is the results in order of importance: administration/organization, facility/living space, leisure programs, directors of the programs, relations with local community. This survey data show that the military laws and ordinances as well as administrative system set the foundation for performing the leisure activities, and that establishment of cooperative relations among the administrative branches is demanded.
Fifth, a detailed inspection has taken place to analyze specific areas to be amended. The following is the results in order of importance: the construction of a multipurpose indoor gymnasium at each battalion level, the security of funds for leisure program business, the policy switch from the superior authorities, the establishment of the legislation system, the security and expansion of appliances and other resources, and the establishment of concrete administrative system for leisure activities. The analysis of the data above allows one to face up to the reality of the barracks in the field army. Because currently very few battalions possess indoor gymnasiums, the establishment of such gymnasium has been chosen as the top priority.
In conclusion the societal change along with the introduction of five-day week system to the army is currently changing the soldiers' attitudes. These changes bring more passion to the soldiers as they participate in the activities at both individual and team levels. And, it is proper as well as necessary for the commander to satisfy the soldiers' needs. The urgent matter then is to secure the funds in order to make and carry out the policies for the military leisure programs. While securing funds is the first requisites for any business, the efficiency of dealing with the requisites is the key. It is required that the policy-maker who designs a national defense policy and carries it out be well-aware of the current situation of the military leisure programs for which the financial assistance is necessary.
