우리나라 産業技術 保安시스템 發展方向에 관한 硏究 = (A) study on the development direction of industrial technology security systems in Korea

국문 초록 (Abstract)

우리나라 정부와 기업에서는 전 세계에서 산업기술 유출이 큰 문제로 대두 되자 많은 예산을 투자하여 산업기술 보안시스템 구축을 추진하였지만 일부 선진 기업을 제외한 많은 기업들이 성과와 직결되지 않는다는 인식 등으로 미흡한 수준이다.
본 논문은 기존 연구문헌, 책자, 설문 결과 등을 토대로 현재 산업 기술 보안시스템과 여러 기술 유출 사례를 분석하고 그 문제점을 살펴본 후 국가, 기관, 기업 차원의 산업 기술 보안시스템 발전 방향 제시를 시도하였다.
본 논문의 연구 결과는 다음과 같다. 먼저 국가적 차원에서 볼 때, 첫째, 산업기술 보안시스템과 관련된 법규들의 문제점을 파악하여 산업 핵심기술을 보호할 수 있도록 정비를 해야 할 것이다. 둘째, ①기업자체의 보안 시스템을 갖추도록 지원, ②기업 내 비밀 유지 의무 및 유출 방지를 위한 의무 부과, ③기술 인력에 대한 적절한 보상, ④중소기업의 보안 역량 보강 등을 통한 기업의 산업 보안 활동을 지원해야 한다. 셋째, 산업 보안 활동과 관련된 각 기관들의 업무 및 기능을 체계적으로 정비하여 정책적인 대응 방안을 마련해야 한다.
다음으로 기업적 차원에서 볼 때, 첫째, ①보안 규정 제정 및 시행, ②보안 조직의 구성 및 운영, ③보안감사 등을 통한 보안 정책 개선을 해나가야 할 것이다. 둘째, ①PC 보안체계 확립, ②생체공학적 인증체계 확립, ③DRM 기능 강화 등을 통한 기술적인 관리 시스템을 도입해야 한다. 셋째, 사내 보안체계의 구축이 일회성에 지나지 않도록 상시 기술유출 방지체계를 구축해야 한다. 넷째, ①보상제도 및 동기부여, ②보안의식 고취, ③직원들의 공과 사 구별 등을 통한 핵심인력의 정신 보안 방안을 확립해야 한다. 다섯째, 해당국가의 지적 재산권 보호 제도 및 실태를 파악하여 기술유출을 감안한 해외진출을 시도해야한다. 여섯째, 정부와 업계가 공동으로 대응하는 방식으로 지적재산 관리시스템을 강화하고 지속적인 기술혁신을 통해 경쟁기업이 습득한 기술을 무용지물로 만드는 것이 기술유출을 막는 근본적인 해결책이 될 것이다. 마지막으로, 산업기술 보호기반 지원 및 산업보안 전문인력 양성을 위해 전문 교육 과정 및 시스템 구축을 확대해야 한다.
위에서 제시한 방안을 실행하지 않을 경우, 앞으로도 우리나라 산업기술의 보호는 기대하기 어려울 것이다.

다국어 초록 (Multilingual Abstract)

Since Industrial technology out-flow is a big issue around the world in present time, Korean government and companies have put a lot of budget to promote Industrial security business. However, lack of capability to develop security technology development has put korea in to the position where to adapt foreign system without any filtration.
This essay analyzes current industrial technology security systems and various out-flow cases based on research documents and question data from 379 companies, to look at the issues and come up with ideas to enhance industrial technology security system from various angle.
The analysis result is as follows:
From the national point of view, First, recognize the issues with industrial security system and related regulations and develop measures to improve them. Second, ①support companies to maintain their own security system, ② implement obligation to preserve company secrets and prevent out-flow of confidential information within the companies, ③adequate compensation towards technology related personnels, ④enhance capability of small and medium enterprises to support companies' industrial security activity. Third, improve functions and the roles of institutions that are related with industrial security activity to come up with policy related response measures.
From the companies' level, First, ①establish and conduct security courses , ②organize and operate security institution, ③refine security policies by conducting security inspection. Second, adapt technological management system by ①establishing PC security system, ②developing authentication system, ③enhance DRM ability. Third, establish out-flow preventing system which promote company security system not to be one time measure. Fourth, establish awareness measures for key personnels by ①providing compensation measures and morive implementation, ② inspiring security consciousness, ③developing workers' ability to distinguish public and private affairs. Fifth, recognize knowledge property rights and current situation of corresponding country and attempt to advance abroad by taking the risk of technology out-flow. Sixth, fundamental solution to prevent technology out-flow are to enhance management system for knowledge property by forming company-government united response measures and make competing companies' obtained technology useless by promoting continuous technology renovation. Lastly, enlarge professional training courses and systems to educate industrial security personnels and support industrial technology foundations
Reckless out-flow of ROK industrial technology is inevitable if the suggestions above are not executed.
