Over the past decade, there have been a number of studies on IQ, concentrating on organizational outcomes. Although researchers have recognized the experience of work is saturated with emotion, many researches have generally neglected the impact of everyday emotions on original life. The culture of public organizations in Korea has shifted from the vertical one of past to horizontal and individual atmosphere. Therefore, the employee’s voluntary behavior, organizational citizenship behavior(OCB), has received a great deal of attention in recent studies in Korea. Since a voluntary act depends on individual’s emotion, emotional intelligence can be important elements to manage those employees.
The purpose of this study is to examine how public servants’ emotional intelligence influences on organizational Citizenship Behavior(OCB) in Korea public organizations. Also we’ll re-conceptualize emotional intelligence structures, re-define OCB’s sub-dimension based on public sector in korea, and the causal relationship among emotional intelligence structures.
This dissertation is among the first attempts to empirically examine the relationship between emotional intelligence and organizational Citizenship Behavior in Korea public sector. Therefore, the attempts and the results of this study are significant because they would be the basis of subsequent research in the public sector.
The theoretical model for this study was derived from a literature reviews of preceding researches about emotional intelligence and OCB. Self-awareness and understanding other’s emotion are independent variables, self-management and relationship skill are mediating variables, and distant-altruistic, self-development, suggestion, and participation are dependent variables. The model was tested with data collected from a sample of 738 employees from Ministries of central government in Korea. All hypotheses are tested by AMOS 18.0 and the study also conducted the reliability test and structural equation modeling analysis.
The results of this study are as follows.
First, there are significant relationship between emotional intelligence and OCB in Ministry of central government of Korea. Especially, self-awareness has a strong direct positive influence on all dependent variables. Also, relationship skill has a little but direct positive effect on self-development, suggestion, and participation. Therefore, in order to increase employees’ OCB, the Office of central government in korea should educate self-awareness competence.
Second, understanding other’s emotion has s direct effect, but in negative influence on OCB. This finding is somewhat different from preceding researches. Maybe, the result of this finding relates to korean’s culture. Since Korean culture is collectivism, ‘nun-chi, sense, have developed to understand others’ behavior. ‘Nun-chi’ may cause negative effect on OCB. However, when interpersonal skill mediated in understanding other’s emotion, it turns out a positive result. Therefore, interpersonal skill can be important element in public organization.
Third, we found out there are causal relationships among emotional intelligence structures. self-awareness has a positive effects on self-management, self-management has a positive effects on interpersonal skill, and understanding others’ emotion has a positive effects on interpersonal skill.
The results of this study suggest implications for public organizational management
First, In order to increase employees’ OCB in Office of central government in Korea, we may educate self-awareness competencies to those employees. Self-awareness competencies include emotional awareness, accurate self-assessment, and self-control competencies.
Send, since understanding other’s emotion(UOE) has a direct negative effects on OCB, interpersonal skill can mediate to UOE to promote positive outcome. Therefore, interpersonal skill competencies also educate to increase OCB. The competencies include influence, building bonds, collaboration and cooperation, communication, et.
Third, in this study, we mention ‘nun-chi’ to cause UOE a negative effects on OCB. However, there are other cultural elements such as ‘weness’, ‘pretend’ may influece on OCB as well.
Finally, we redifined OCB’s structure based on public organizational culture. It can be a valuable future research analyzing how OCB can influence new governance.
