One of the most representative types of korea's mix-used developments, private-public partnership project financing invites private contractors to a public project. Its most important task is to select the right contractor. Such a project does not end with the selection of a contractor by the owner; it needs both the owner and contractor to participate even in the operation and management after the completion of the project. That is why it requests a different way of selecting a contractor than the old public projects.
Thus this study organized the areas of evaluation that reflected the intentions of both the owner and the participants in the selection process of a contractor for private-public partnership project financing, identified the items and elements for each area of evaluation, and came up with the following three researches on a set of rational criteria for the selection of a contractor:
The first research investigated the perception level and influence of each area of evaluation by analyzing the survey results of the participants and owner in order to solve the problems with the evaluation items used to select a contractor for private-public partnership project financing.
According to the analysis results, the consistency with the private-public partnership criteria and the participation of overseas companies received high points, which offers a ground for a participant to make arguments about the parts neglected by the owner in the organization of the evaluation items for conventional private-public partnership project financing. Consensus had been formed on a need to gradually reduce the percentage of land bidding prices, which accounted for a big portion in the current evaluation items, but the actual responses pointed to a very different direction.
The study proposed a new consistency in the criteria by the project types and the private-public partnership criteria, which are parts of the principal areas of evaluation to improve the conventional evaluation system, thus offering implications for the future evaluation system.
In particular, it proposed public good as one of the principal evaluation items that should be assessed anew in every development project.
The second research limited the subjects to the owners, developed three evaluation models(the general evaluation classification system, the evaluation classification system for home sites and central commercial districts, and the evaluation classification system for mix-used developments in the ready-made town) for seven areas of evaluation based on the findings from the earlier analysis of the areas of evaluation and the current areas of evaluation to select a contractor, and analyzed 22 evaluation items and 74 evaluation elements for importance.
As a result, Model 1 was the highest in public good, which was newly added, in the seven areas of evaluation and offered the ripple effects on the local economy in cost-benefit analysis. When the analysis results of each model were restricted to development and construction plans, the development plans of Model 1 recorded high importance in overall development conception of the evaluation items and differentiation(creativity) of development ideas of the evaluation items. Model 2 and 3 also recorded high importance in overall development conception with planning of a theme-based shopping mall identified as a meaningful evaluation element in Model 2 and the appropriateness of plans for the rehabilitation of the old downtown presented as a major finding in Model 3.
In Model 2, the area of evaluation for construction plans for development facilities recorded high points, and construction plans and excellence in design were higher than the other evaluation elements. Construction plans also recorded high in Model 2 and 3. Having the same results as Model 1, Model 2 presented construction plans and excellence in design as important evaluation elements. Unlike them, Model 3 placed importance on green networking, one of the fragmented evaluation elements. Model 3 especially presented the rehabilitation plans of the old town and the evaluation of spatial structure in relation to the development of the ready-made town as important elements.
Finally, the third research suggested the relative importance of points based on the evaluation classification system of each of the project types. The points allocated to the seven areas of evaluation were the addition of the importance of the items of each area of evaluation in Model 1. Model 1 had total points of 1,050, and those of Model 2 and 3 were 1,160 and 1,210, respectively.
Also suggested in the study was a custom-made evaluation model by expressing the confirmation degree of the items of the evaluation areas in the language variables by the users so that they could use it in the field. The findings indicate that the users can use the evaluation model as a priority-based means for decision making.
The study claims different significance and differentiation from the previous studies in that it offers implications for the areas of evaluation to select a contractor in the preparation stage for private-public partnership in private-public partnership project financing and further guidelines about need, efficiency, fairness, sustainability, accountability, and possibility for a contract, which are the evaluation criteria proper for the concerned project when the owner tries to select a contractor.
