This study is to find the ways to respond to the rapidly increasing administrative demands in the era of localization and the solution for obtaining organizational performance thorough social capital.
Social capital is a resource which builds the reciprocal relation between people. The factors of social capital are composed of trust, network, norm, participation of the members of organization. Social capital is formed by the relationship between members of organization and cannot be built by an individual alone. It is a kind of public asset which can be accumulated only by the cooperation and trust among the members of an organization.
The main purpose of this study is to explore the effects of social capital on organizational performance in local administrative organizations. A conceptual definition of social capital was attempted to explore the effects of social capital through theoretical argument. Also an analyzing model and a scientific method were set. To empirically verify the analyzing model and the hypothesis, questionnaires were distributed to the public servants of the eighteen municipalities in Gangwondo.
The analysis was carried out by using the statistic program called 『SPSS win ver. 17.0』 on the collected data.
The results of the analysis as follow,
Firstly, according to the result of analysis of social capital from the characteristics of the samples, the measuring variables which are trust between members of organization, trust in organization and participation, have statistically meaningful differences according to sex, workplace, inhabitancy, age, career and whether one's being an union member or not.
Secondly, the result of analysis of organizational performance from the characteristics of the samples shows that efficiency and effectiveness which are the measuring variables have meaningful result according to sex, inhabitancy, workplace, age, career, social position and whether one's being member of union or not.
Thirdly, the result of analysis of the interrelationship between social capital and organizational performance shows that efficiency and effectiveness is greatly related to trust between members of organization.
Fourthly, the result of regression analysis of social capital and organizational performance shows that trust between members of an organization and trust in organization and participation have accordingly great influence on efficiency and effectiveness.
Lastly, cluster analysis of the municipalities which is the subject of study was carried out. As a result, eighteen municipalities have been divided into eight groups according to their similarities found. Position Map which was the result of data standardization shows that the organizational performance of the municipality differs according to its amount of social capital.
Based on the results of the analysis, the measures for enhancing social capital in a local administrative organization as follow
When recruiting a new public servant, the assessment should be more focus on capability of an individual's adaption to the organization rather than individual's work capability,
Instead of capability building programs which focus on the development of work skills, the programs which enable the members of organizations to network should be focused on.
To foster flexible creativity of the civil servants, vertical informal voluntary communities such as associations, social community should be supported and promoted.
Computerization of the administrative system has caused inhuman situation. To overcome this adverse effect, the close networking between the public servants of organization is required.
The result of this study shows that there are differences of the level of social capital according to the regions. To generalize this result of the study, the expansion of the research regions is required.
