시설물의 안전 및 유지관리 개선방안에 관한 연구 = Advanced Method on Safety and Maintenance Systems of Infrastructure

국문 초록 (Abstract)

본 논문에서는 「시설물의 안전 및 유지관리에 관한 특별법」에 따라 국토해양부장관(기존 건설교통부장관)이 수립, 시행토록 한 법정 국가기본계획(Master Plan)인 「제2차 시설물의 안전 및 유지관리기본계획」 을 실질적인 국내 시설물 안전 및 유지관리의 선진화 계획으로 수립하기 위하여 개선방안을 제안하기 위한 목적으로 연구를 수행하였다.
이 논문에서는 국가 기간시설물을 안전하고 효과적으로 관리할 뿐만 아니라, 효율적인 비용투자를 유도하여 선진국형의 시설물 안전 및 유지관리체계를 구축할 수 있는 계기 마련과 막대한 국가 건설재고 자산을 안전하고 경제적·효율적으로 관리 운용하기 위해서 제1차 시설물의 안전 및 유지관리기본계획의 평가, 그 간의 시설물 안전 및 유지관리 수요전망 및 기술 등 환경변화 분석, 현재의 시설물의 안전 및 유지관리 관계 법령 및 실행체계 등의 실태 분석, 선진외국의 시설물 유지관리 조직 및 실태조사 분석 등을 실시하여, 제2차 시설물의 안전 및 유지관리기본계획의 정책방안을 제시하기 위하여 시설물의 안전 및 유지관리체계 개선방안을 연구하였고 그 결과 “시설물 무사고 실현”, “부실진단 방지”, “시설물의 안전상태 개선”등을 위한 개선방안을 제안하였다.
동 연구에서 제안된 사항들은 시설물별 관리주체를 포함한 시설물 관리와 관련있는 모든 분들에게 시설물의 안전 및 유지관리에 관한 중요성을 알리는 계기가 될 수 있으며, 향후 시설물의 유지관리체계변화에 대응하는 지침자료로서의 활용이 기대된다.

다국어 초록 (Multilingual Abstract)

This thesis arranges the results of study about 「2nd Master Plan for Safety and Maintenance Management」that is a national master plan to provide by law and that is revised and executed by a Minister of Land, Transport and Maritime Affairs(former name, Ministry of Construction & Transportation), according to 「SPECIAL ACT ON THE SAFETY CONTROL OF PUBLIC STRUCTURES」that is to propose the reviced policy to establish the plans for pursuing advance method on safety and maintenance management of domestic facilities in quality.
This thesis presents the vision and objects for "facilities accident-free", "Prevention of unreliable diagnosis" and "Improvement about safety condition of facilities" etc., which are revised policy for「2nd Master Plan for Safety and Maintenance Management」 and propulsion strategy for this objects.
For that, 「1st Master Plan for Safety and Maintenance Management」was evaluated and analyzed surrounding changes that is viewing about demand and technology etc. on safety and maintenance management of facilities. For the meanwhile, realities which is current law and systems on safety and maintenance management of facilities and realities about maintenance management for facilities of advanced countries, not only for managing national key facilities safely and effectively, but also preparing an opportunity for building an advanced system about safety and maintenance management by leading effective investment, and to manage and apply enormous national infrastructure assets safely, economically and effectively.
Finally, the proposed method through this study will inform the concerned person with facilities and facilities manager of the importance of maintenance management of facilities and use for them as guide code to deal with a system change of maintenance and management of facilities.
