This research put forward a suggestion about a new role of schools for community health and welfare in underdeveloped regions, as an alternative to overcome the regional disparities and unbalancement of health & welfare facilities and programs which occur mainly due to local government's financial status.
It researched for 31 schools and 16 in dong district 6 local governments of Chungnam Province using case studies and questionnaire analysis from basic understanding that the current educational welfare investment has been prioritized in underdeveloped areas.
The surveyed areas are mainly residence of low income families and are poor for welfare facilities. The number of healthcare teacher and counselling teacher is 0.8 and 0.3 separately per school which we see the lack of healthcare and welfare human resources. While all these schools have sufficient space and facilities for student activities room, cafeteria, school clinic, counselling room and so on. Also the areas are easy to access for student and local residents because of located 1 to 6 elementary and middle schools.
Main managing staffs for the Investment Priority Project for Educational Welfare Zone consist of administrative managers for educational welfare and social education specialists with a lot of cooperative professors. On the type of program, the welfare-related programs capture 41.04% holding the first rank and invests 57.75%(62% for middle schools) of its budget into educational programs reflects that this project is more focused on education than health and welfare.
According to analysis of questionnaires which surveyed 300 professionals in health and welfare service on how they consider roles of schools towards social health and welfare service at local areas, a majority of respondents gave 3.02 to 3.44 on a 4 point scale for student service and 2.45 to 2.53 for its residents with general understanding that schools fulfill the following 5 conditions; comprehensiveness, effectiveness, accessibility, professionalization, advantages in information.
The respondents agreed on expanding schools' health and welfare services with higher expectation of schools' future roles for health and welfare services towards residents as well as students at all the questions in the survey than now.
But still expected levels of schools' roles for health and welfare services for their local residents turned up a little bit lower than for their students, while health and welfare specialist in elementary schools showed more positive response on schools' roles for health and welfare services than those in middle schools.
In the survey questions on schools' roles for health and welfare services towards local communities they scored 3.03 to 3.72 on average. The pending issues to be solved were listed as more staffs for health and welfare administration, preventive measures against violation of student's study rights, more space and facilities, change of mind-set by school authorities, more budget for health and welfare services, support and cooperation from central and local governments and legal and systematic infrastructures.
Based on the above-mentioned analysis it proposes schools' new roles for health and welfare services for local communities in underdeveloped areas. Theses services will mainly target on students, then extend to include local residents with priorities to students' families and low income families. Main services that schools should provide for students are expected to be psychological counselling and support, support for cultural desires, early intervention into students' problems and proper connection to health and welfare services, while expected services for residents are early intervention into problematic homes, support for cultural desires and educational support to enhance basic educational level. Lastly, concerning methods of delivering health and welfare services, schools are recommended to offer educational services directly from trust on their professional knowhow and health and welfare services will be offered in linking with local communities through diverse ways such as case management
(coordination), contractual agreement(partnerships), common project(collaboration) and so on.
This research is meaningful from the points of view not only that it clearly suggests appropriate health and welfare services that schools have to provide in the future, selecting or prioritizing surveyed data from health and welfare professionals in underdeveloped areas but that it proposes detailed solution by schools to deal with neglected health and welfare services in underdeveloped areas.
