Problems pertaining to seniors have currently become highlighted as a social problem under perceptions that development of measures from a national perspective and continuous policies are urgently needed. Furthermore, severity of such problems have worsened while policies for prevention and treatment for dementia has become urgently necessary.
There is a need to evaluate the long-term care institutions and workforce of the social long-term care insurance as implemented by the government from 2008 from a qualitative perspective. In order to develop a long-term care infrastructure in a short period of time, the government entrusted the supply of long-term care institutions and related workforce to the market. While it was expected that market competition would allow development of high quality services, the opposite occurred. The problems and areas of potential policy improvements to social long-term, care insurance must be proposed while ultimately, the importance of aged welfare services must be highlighted to allow government policies to invest more time and efforts to related welfare services.
The purpose of this study lies in investigating the various areas pertaining to senior welfare services of Korea, particularly focusing on the problems and actual conditions of seniors suffering from dementia. A part of the study will focus on methods of prevention and treatment from economic, psychological, physical and social perspectives.
Additionally, the study will investigate the policies and conditions of senior dementia in foreign advanced countries as the United States and Japan. Such will be compared with related policies in our own country. With regards to the government implementation of social long-term care insurance from 2008, various problems will be highlighted, followed by methods to improve such issues from national and policy based perspectives.
This study also conducts a qualitative investigation focusing on various areas related to the study. Welfare insurance employees were visited to conduct on-site surveys pertaining to areas as place of employment, private/religious/hospital, satisfaction levels, preference levels, etc. Through statistical analysis of such areas, satisfaction and preference levels of various employees within related fields were measured to demonstrate a quantitative state of conditions for service welfare employees working with senior citizens.
Through these various areas of the study, the final objective of the study will be to propose measures for future improvements with regards to government policy implementations, and welfare service and facility reform. Additionally, the study aims to propose measures which can be directly connected to the business operation of senior welfare services.
