The military force that the Korean Army needs for its defense capabilities is largely based on the conscription system, which allows the country to call up personnel. The conscription service has been in place since the Korean War. The Korean Army has built its reputation by up-keeping national security and participating in international peace-keeping missions. Since the 90’s however, military recruitment has decreased due to industrialization and the proliferation of the nuclear family mentality. Due to this, the government implemented a multicultural family law and multi-culture integration law. These laws brought about a notice that the army would soon be changed into a multicultural army.

This research looks at the issues of the military in accommodating the multiracial/multicultural trend seen in society, the matters the army needs to consider in order to become an exemplary multicultural army, and the measures that need to be taken to ensure its success. The research approach taken in this dissertation is one of records research and case study analysis. The data collected and analyzed is comprised of those from the National Statistical Office, books about multiculturalism, dissertations, journals, reports, seminar material and periodicals.
Before starting general research for this dissertation, theoretical research of the multicultural society and military culture was done to determine the reality in changing the Korean Military into a multicultural one. Through this process, obstacles were deducted by looking at the necessity and limits of a multicultural army. Considerations to take note of for the change were also deduced.

The process of converting the Korean Army to a multicultural army is currently in progress and the military itself is presently conducting studies on the matter. This dissertation addresses the necessary measures that need to be taken for the change-over, the decrease in number of Korean Military personnel, and the societal issue-related problems the children of multicultural and North Korean refugee families face once they enter the army. In order to overcome these issues, institutional changes and counter-measures are suggested. For instance, the creation of a human rights guarantee system to nurture a strong army, the use of the core capabilities of leaders to transition the army successfully, and other diverse suggestions.

So far, military culture has focused on wholesome thinking and behavior. The combination of the existing army culture with the practice of predicting and actively handling changes would lead to the desirable effect of nurturing a proper multicultural army. The establishment of a long-term plan to assess and manage predicted problems and continuous effort are the fundamental factors that will ensure the Korean Army’s successful transition.

한국군은 한국전쟁 이후 국방력 구성에 필요한 병력을 충원하기 위해 징병제를 토대로 한 병역제도를 유지하고 있다. 군은 급변하는 안보환경에서 국토를 방위하고 세계 각국에서 평화유지 활동을 하며 명성을 높여왔다. 하지만 90년대부터 산업화에 따른 핵가족화와 저출산으로 인한 병역충원 대상자가 감소하고 있는 실정이다. 또한 90년대 중반부터 선진국 대열에 들어서면서 외국인 노동자와 국제결혼의 증가로 우리나라 전체 인구의 2.2%를 넘어 섰다. 이에 정부는 다문화가족법 시행, 다문화 통합 기본법을 제정 발의하는 등 혼혈인에게도 군 복무의무를 부과하는 병역법시행령 개정으로 다문화 군대로의 전환을 예고하였다.

본 연구는 궁극적으로 한국사회의 다인종․다문화 추세를 군에서도 수용이 불가피한 현실을 감안하여 향후 한국군의 바람직한 다문화 군대로 정착하기 위해 고려해야 할 사항을 사안별로 검토하고 보완대책에 대한 의견을 개진하고자 하였다. 따라서 연구의 접근방법은 문헌조사 및 사례연구를 통한 접근방법을 택하였으며, 연구를 위한 활용자료는 통계청 자료, 다문화와 관련된 각종 단행본, 논문, 학술지, 보고서, 세미나 자료, 정기 간행물 등을 참고로 수집 분석하였다.

연구 수행에 앞서 다문화 사회와 군대 문화의 이론적 고찰을 통해 ‘한국군 다문화 군대로의 전환’ 추진 실태를 분석하였다. 이 과정에서 다문화 군대의 필요성과 한계를 통해 나타난 문제점이 도출되었으며 이를 통해 한국군 다문화 군대로의 전환에 따른 고려사항을 제시하였다.
‘한국군 다문화 군대로의 전환’은 현재 진행중에 있으며 군 내부에서도 계속 연구 중에 있다. 본 논문에서는 다문화 군대의 전환에 대한 필요성과 한국군 병역인구의 감소와 다문화가정 및 북한이탈주민가정 자녀들의 사회적 문제점으로 인한 군입대시 발생할 수 있는 문제점들을 극복하기 위한 제도적 기반 마련과 방안을 제시하였다. 특히 강한 군대를 육성하기 위해 인권보장 시스템 구축과 리더의 핵심역량을 통해 다문화 군대로의 전환을 성공적으로 이끌 수 있도록 다양한 방안들을 제시하였다.

지금까지의 연구를 통해 군대문화의 건전한 사고와 행위의 보편성을 보다 투명하게 예측하여 변화하는 상황에 능동적으로 대처하도록 바람직한 육군문화를 재정립하여 실천에 옮김으로써 올바른 다문화 군대를 육성해 나아갈 수 있을 것이다. 앞으로 다문화 군대가 갖는 문제점들은 사전 예측하고 충분한 진단을 통해 중․장기 실천계획을 수립하고, 이를 평가․보완하는 환류체제를 구축하여 지속적인 노력을 경주하는 것만이 ‘한국군 다문화 군대로의 전환’을 이끌어 가는데 공헌할 것이다.
