    Idyllic housing is a type of residence that people dream of. The government has implemented the policy on idyllic housing to meet the demand by urbanites in idyllic housing and to revitalize rural communities. This paper examines development methods for idyllic housing complex development and improvement of the idyllic housing policy.
    The results of survey on Munhwa village and residents' awareness show that first, the village area developed was 43,522㎡ while the rate of residential area was 58.3%. The village accommodated 61.9 houses. In addition, the rate of common facilities area was 43% while that of park and playground was 4.3% with green and slope area only 6.4%.
    Second, the distance from the village to the city/county hall was 16.7㎞ on average. The time required was 25.9 minutes for the distance, which means that the village was located close to the city/county hall. There were 18 villages that had the lattice type composition of roads in the village. The outer belt way was constructed while the pattern of roads was simple in the village.
    Third, the new village development among the various development types showed the characteristics of a city as a large-scale complex with being adjacent to the location of myeon(subdivision of county) office. This type was the development of non-farming village where many young people reside. The reorganization of existing village was the development of ordinary farming village, which shows the trend of aging society.
    Fourth, farming house residents consisted 32% of the village residents with a trend of decreasing number in farming houses. And the land price for house in advanced rural village shot up by 380%. There were many lots of land owned by outsiders or left empty, which indicates that they were purchased for the purpose of real estate speculation, rather than for the purpose of housing.
    Fifth, Residents were satisfied with safety and amenity of the village. And transportation facilities need to be expanded while medical facilities and welfare facilities are necessary. Residents showed intimacy in their relation with one another but a certain discord among them at the same time, which causes some troubles in community building.
    Social issues raised in idyllic housing development include traces of real estate speculation, dissension among residents and damages to natural environment. Issues in the aspect of architectural include lack of theme(subject) for development, idyllic housing type fixed on detached house, problems raised in slope development, insufficient convenient and service facilities, and absence of experts' participation. Furthermore, issues on the policy side include irrationality in guidelines and policies, insufficient policies by local governments and insufficient technique and standards for planning.
    The development plan for idyllic housing complex should include the followings: first, the plan should aim at environmentally friendly development to maintain sustainability, strengthen community and reflect natural, liberal and social characteristics of rural.
    Second, approach in the aspect of architectural is required to develop idyllic housing complex. What is also needed is participation on the part of residents and architects. In addition, the development approach should be changed in a way to place an order collectively for residential area construction and building construction, which can reduce social cost.
    Third, development of idyllic housing complex encourages the development that reflects culture and characteristics of community while instilling identity to the housing complex.
    Fourth, in regard to village development scale, the number of houses to be constructed should be around 20~70, which is favorable to community building. And various house types should be considered for development such as co-housing, townhouse and row house which is earth integrated in order to avoid the one-sided trend of detached house construction. In addition, the water supply plan should be included in the basic plan in advance.
    Fifth, location should be somewhere close to myeon(subdivision of county) office. The distance from the city/county hall should be 15㎞ with 25 minutes by driving. These are appropriate conditions in terms of accessibility and usability of convenient facilities.
    The policy improvement for idyllic housing complex development should be as follows : first, it is required to introduce the system that allows repurchase of house if it is not constructed after a certain period of time has passed with a view to resolving problems caused by houses not constructed. In addition, it is necessary to examine the system where house is sold after completion of its construction and establish an institutional mechanism for connection with end-users of houses.
    Second, the policy on idyllic housing needs to be redirected. More discretion should be given to local governments so that they can establish and execute plan as a major player of housing plan management.
    Third, local governments should link idyllic housing complex development with development project of region. They should also establish a comprehensive and long-term plan to select candidate sites for development and determine development period in consideration of accessibility to a central city, usability of public services and natural landscape.
    Fourth, as for support of project expenses, the current practice of support based on project scale should be changed to support based on the number of households.
    Fifth, a plan is required to increase tax benefit drastically. Acquisition tax and registration tax should be exempted with capital gain tax dramatically reduced in order to attract people to idyllic housing and revitalize community.
