작은 오페라 를 활용한 지역문화 활성화방안 연구 = A Study on Measures to Vitalize Local Cultures Utilizing Opertta

국문 초록 (Abstract)

오늘날 문화는 국가의 정체성을 확립하고 경제발전의 동력으로 작용할 만큼 그 영향력이 확대되었다. 지방분권제도의 확립과 함께 국가 균형발전을 목표로 한 정부의 시책에 힘입어, 지역사회에서도 지역의 다양성을 살린 문화를 활성화하기 위한 다양한 방법을 모색하고 있다.
지역문화를 활용한 다양한 사업과 문화행사의 개최는 지역의 침체된 경제를 활성화시키고 관광인프라를 구축하여 고용창출, 지역민의 소득증대, 지역 이미지 상승 등의 긍정적인 효과를 창출하고 있다. 이는 지역민들의 애향심과 정체성을 높이는 계기가 되어 자발적인 지역문화 활성화가 이루어질 수 있는 기반으로 작용한다. 그러나 지역의 예산집행에 따라 우후죽순 격으로 생겨나는 비슷한 주제의 지역 축제와 지역민들의 참여 없이 관 주도로 이루어지는 형식적인 행사는 오히려 지역이미지를 저하시켜 지역발전의 부작용으로 작용하기도 한다.
지역문화 활성화 방안에 관한 타 논문을 살펴보면, 국민소득의 증가와 여가시간의 확대는 지역민들의 문화 예술적 욕구를 증가시켰으나 이를 충족시켜 줄 특색 있는 문화콘텐츠와 문화시설이 부족하다는 점이 그 문제점으로 꾸준히 지적되고 있다. 한편 공연예술계의 동향을 살펴보면, 전반적인 국제 경기의 위축으로 인해 대형 공연보다는 소규모 공연을 지향하고 있으며 문화를 향수하는 세대 층의 확장으로 다양하고 창의성 있는 문화예술행사의 필요성이 대두되고 있다.
본 연구에서는 지금까지 대형 공연에 치중되어 있던 오페라라는 순수예술장르를 새롭게 재탄생시킨 ‘작은 오페라’를 지역문화 활성화를 위한 콘텐츠로 활용하는 것을 목적으로 하였다. 한국에 오페라가 도입된 지 60주년을 맞았음에도 불구하고 그간 오페라는 순수예술이라는 부담감 때문에 다양한 관객층을 확보하고 대중화하는 데에 실패하였다. 다행히 최근 성악예술 부흥의 일환으로 다양하고 참신한 소재의 소극장용 오페라 공연이 많은 호평을 받고 있으며, 이에 부응하여 지역의 문예회관이나 중·소규모 공연장에서 작은 오페라를 다수 선보이고 있다. 본 연구에서 지역문화 활성화 방안으로 제시한 작은 오페라는 단순히 규모면에서의 크고 작음을 의미하는 것이 아니라 독특하고 참신한 대본과 연출 하에 오페라 본연의 성격을 해치지 않으면서 관객과의 호흡을 함께 할 수 있는 종합 예술을 의미한다.
본 연구에서는 첫째, 지역문화 활성화 방안에 대한 방향을 제시하기에 앞서 지역문화의 개념과 기능, 현재 정부의 지역문화육성사업에 대해 정리하였으며 지역문화 활성화방안으로 다수 거론되는 방법들을 제시하였다.
둘째, 공연계의 동향과 다양한 사례분석을 통해 지역문화 활성화방안으로서 작은 오페라를 제안하고, 그랜드 오페라와 차별화 된 작은 오페라의 필요성과 대중화 방안을 검토하였다.
셋째, 인천지역을 대상으로 선정하여 인천지역의 문화예술현황을 분석하였으며, 지역의 문화예술공간의 활용 면에서 최근 도시재생사업의 일환으로 재건축된 인천아트플랫폼을 중심으로 작은 오페라 활성화 방안을 제시하였다.
넷째, 대상지를 거점으로 한 작은 오페라를 예시로 기획하여 그 가능성을 점검하고 기획 및 분석을 통한 작은 오페라를 활성화 전략을 제시하여 앞으로의 기대효과와 향후 연구를 위한 방향을 모색하였다.

A Study on Measures to Vitalize Local Cultures Utilizing Operetta

The present culture has been expanded its boundary enough to establish the identity of a nation and work as a dynamic force behind economic development. Supported by the government policy of aiming a nationwide balanced development and establishment of decentralization system, diverse measures to utilize local cultures with distinctive diversity in the community are being searched.
Diverse businesses utilizing local cultures and hosting cultural activities vitalize the stagnant local economy and establish tourism infrastructure to create positive effects such as creating more jobs, increase in income for the local residents, and increase in local images. It serves to be an opportunity to increase the local residents' love for their town and identity and acts as the base for achieving a voluntary vitalization of local cultures.
However, local festivals spring up everywhere with similar themes according to the local budgeting and perfunctory events led by local governments lower local images instead and serve to be the side effects of local development.
According to precedent studies on measures to vitalize local cultures, increase in national income and expansion of leisure time increased cultural and artistic desire of local residents, but the fact that there are not enough distinctive cultural contents and facilities is continuously being pointed out as a problem. On the other hand, when examined the trend of the performing arts world, small scale performances are aimed over large small performances due to the shrink of the global economy, the necessity for various and creative cultural and artistic events are coming to the fore with an expansion of generations yearning for cultures.
Thus, the purpose of this study is to utilize 'operetta' that recreated a pure art genre called opera which had been heavily focused on large scale performances as a content for vitalization of local cultures. Although it has been sixty years since opera was first introduced in Korea, opera has failed to secure a diverse audience and to popularize with the pressure of being a pure art. Fortunately, opera performances with diverse and original materials designed for small theaters as a part of the revival of the art of singing are favorably reviewed many times, numerous operetta are introduced at local art centers or small or medium scale theaters. Operetta suggested as a measure to vitalize local cultures does not simply mean large or small in size matter, but it means a composite art to share breathe with audiences not damaging its original characteristic with original scripts and under direction.
Therefore, this study first organizes concept and function of local cultures, and the government's local culture promotion, and to suggest frequently raised measures to vitalize local cultures before suggesting direction for measures to vitalize local culture.
Second, operetta is suggested as a measure to vitalize local cultures through the trend of performing arts fields and various case analyses, and the necessity of operetta differentiated from grand opera and measures to popularize operetta are proposed.
Third, Incheon area is selected as the target and the present condition of cultural arts is examined, and measures to vitalize operetta focusing on the Incheon Art Platform reconstructed as a part of the recent urban generation in the aspect of utilizing the local cultural arts space.
Fourth, a plan is drew up exemplifying operetta using the target area as a base and its possibility is examined, and a strategy to vitalize operetta through planning and analysis, and the direction for future expected effect and future study are proposed.
