정부의 R&D 지원정책이 중소기업의 성장단계별 경영성과에 미치는 영향

The various support policies that have been implemented thus far and the support policies that are expected to be implemented in future contain the contents for providing practical help to small and medium enterprises (SMEs), but these policies lack the necessary organization and systemization in their implementation process and have the flaw of not being elaborately implemented.
The purpose of this study is to verify the different effects of the government support according to the growth stage of companies. The study seeks to come up with a strategic proposal for efficiently applying the government R&D support for SMEs.
It accordingly sought to verify the different values of variables that show the performance of SMEs according to the government R&D support, and empirically analyze the different applications of the government R&D support according to the growth stage of companies. To summarize the study results, first, it was revealed that the import substitution effect, production period curtailment effect and new business adventure effect were the highest in the mean comparisons according to group in the performances of companies in the early market entry stage. Second, it was revealed that the sales increase effect, export increase effect and hiring increase effect were the highest in the mean comparisons according to group in the performances of companies in the growth stage. Third, it was revealed that the unit cost reduction effect, labor cost effect, quality improvement effect and production process improvement effect were the highest in the mean comparisons according to group in the performances of companies in the maturity stage. Fourth, it was revealed that the performances were the highest in the mean comparisons according to group in the companies in the restructuring stage.
Based on the above results, two kinds of proposals were made on the government R&D support policies. First, the government R&D support policy for the companies going through restructuring in their growth stage needs to be more revitalized. If restructuring stage is seen as the stage for a new and different phase and growth of the company unlike the cessation of business, the government R&D support is more desperately needed than in other stages. Accordingly, it will require a policy through which the companies going through restructuring can be led to search once again for growth opportunities. Second, it will require more active policy support for their hiring increase. It has been verified through the study result that the government R&D support does not have effects on the hiring increase, which can be seen as a result different from the expectation on the hiring increase effect shown in the existing studies. Needless to say, the overall difficult situation throughout the industries due to the worsening of economy in recent also needs to be taken into account. The government personnel in charge need to supplement the policy for increasing the actual hiring increase effect that has taken into account the current industry reality, instead of just on paper support, and continually verify its effectiveness.
