Interests in the urban regeneration project have mounted around the low-rise apartment on a full scale in the 2000s, and the need for rebuilding of medium-and high-rise apartment has been raised since the mid-2000s. The poor situation of the promotion of the rebuilding project has continued due to all kinds of restrictions by the so-called participant government. On the one hand, remodelling has come to a forefront as a new way of project substitutable for rebuilding, coming to visible fruition. But Lee Myong-bak government has implemented the policy of easing restrictions on rebuilding, leading to a phenomenon of returning to rebuilding again.
Therefore, this study attempted to analyze what factor has an effect on the feasibility of rebuilding and remodeling through the analysis of actual cases. For this purpose, it attempted to divide the cases of the Kangnam district and the Kangbuk district by reflecting the housing market structure dualized into the Kangnam district and the Kangbuk district in a broad sense, examine the profitability of both the rebuilding project and the remodeling project and find out what the core determinant is in choosing either of them through the analysis of a difference by region and by type.
As a result, it was found that the rebuilding project had high profitability in case it belonged to the Kangnam district regardless of type such as low-rise, medium-or high-rise apartments. And it was found that the remodeling project had the relatively low profitability only in the medium-and high-rise apartments located in the Kangnam district. This implies that the core determinant in choosing the rebuilding project is a regional condition, whose major element can be seen as profitability per unit according to a difference in a rate of a rise in real estate prices and a difference in the level of absolute prices. On the one hand, it was found that the core determinant in the remodeling project was a type of apartment more than a given size as well as the regional condition. Accordingly, the balanced development policy is needed from a long-term perspective, and especially the remodeling should institutionally be improved to make it possible to supply a portion of sale to the non-member of the association at the level of preserving the cost.
This study has the following limitation:
First, it is predicted that the analysis of four cases would have an error in generalizing the specificity of those cases.
Second, it is thought that it was poor to examine the more actual part by analyzing it without considering the conflicting interests between members of the rebuilding association, the donation of the project site, financial costs and the like.
Third, it is predicted that there would be an error in measuring actual profitability by assuming the pre-occupancy value of rebuilding and remodeling in profitability analysis in the same way and assuming the effect of one variable on another in sensibility analysis.
Accordingly, it is necessary make a more accurate analysis of the core determinants in the feasibility and choice of either of rebuilding and remodeling. For this purpose, it is necessary to consider the actual part based on more diverse samples and to consider the more actual condition in statistical analysis.
