The purpose of this study is to investigate the current state of support projects for kindergartens in the neighborhoods of priority educational welfare investment. The projects are being made as a part of policies that help urban neighborhoods where people of the low-income class are concentrated and which have relatively poor educational and cultural environments. The supportive moves ultimately aim to reduce differences in educational opportunity, process and results among different classes and neighborhoods by helping the learning and emotional development of students who are living in the poor neighborhoods.
For the purpose, this researcher conducted a questionnaire survey of workers who were in charge of implementing the above support projects for 44 kindergartens under the control of the Busan Metropolitan Education Office. For the study, the researcher set the following research questions.
First, how are support projects for kindergartens in the neighborhoods of priority educational welfare investment being planned ?
Second, what are the contents of the above projects and how are they being managed ?
Third, How are the support projects being evaluated and how are the results of the evaluation being utilized ?
Fourth, how are the support projects being connected with home and communities ?
Findings of the study can be summarized as follows.
First, in relation to support projects for kindergartens in the neighborhoods of priority educational welfare investment, training teachers of the kindergartens, selection of children as beneficiaries of the projects, evaluation of the project results and selection of programs for the supportive actions are not being planned in an organized way.
Second, workers who are in charge of support projects for kindergartens in the neighborhoods of priority educational welfare investment are being forced to take too much responsibility. And most of the projects are being restricted to supporting full-day classes of the pre-school institutions.
Third, the support projects for kindergartens in the low-income neighborhoods are not being properly evaluated.
Fourth, regarding connections between the support projects and home and communities, there are no or little resource exchanges between the projects and communities.
