The purpose of this study was to make an in-depth analysis of the state of the rural school promotion plan of the Gyeonggi Provincial Office of Education, to develop a BSC model geared toward assessing the performance of the plan and to make a synthetic assessment of the performance of the plan by utilizing the developed BSC model. It's basically meant to discuss the development possibility of the plan and some of the right directions for that, and to give suggestions about policy setting for how to boost the educational welfare of rural schools.
The Gyeonggi Provincial Office of Education has made a huge invest ment in the rural school promotion plan, and it's required to consider whether the performance of the plan is accurately evaluated and whether the plan produces educational effects. The efforts by this study to look into those questions are expected to make it possible for the Gyeonggi Provincial Office of Education to determine the right directions for educational support projects and devise action plans to narrow the educational divide between rural and urban areas.
Three research questions were posed:
1. What is the state of the rural school promotion plan of the Gyeonggi Provincial Office of Education?
2. What are the performance indicators of a BSC model for different perspectives, which aims at assessing the rural school promotion plan of the Gyeonggi Provincial Office of Education?
3. What are the results of the performance evaluation of the rural school promotion plan of the Gyeonggi Provincial Office of Education?
The subjects in this study were students, parents and teachers in model schools for the plan, on whom a survey was conducted to make a time-series analysis of the state of the plan. Besides, the teachers were interviewed to find out how they responded to the plan.
The findings of the study were as follows:
As for the general state of the rural school promotion plan, there were actually no changes in class size. To assess the performance of the plan, the performance indicators of a BSC model for five selected perspectives were developed. The five selected perspectives were customer/interest, teaching-learning support, internal process, learning and growth, and resources. 11 achievement objectives and 22 indicators were developed for each perspective, and the performance of the plan was analyzed by utilizing the BSC model developed in the study. As a result, it's found that in terms of the perspective of customer/interest, all the students, parents and teachers expressed a lot of satisfaction. Specifically, the elementary school students and parents were better satisfied. In the perspective of teaching-learning support, all the three groups took a positive view of it. In the perspective of internal process, the parents and teachers took a favorable view of it. In the perspective of learning and growth, the teachers found the plan to have a good effect on enhancing their capabilities. And in terms of the perspective of resources, the parents and teachers took a favorable view of it. As for the relationship of the perspectives of the BSC model, there appeared a positive correlation among all the achievement objectives when the survey data from the students, parents and teachers were analyzed.
Given the findings of the study, the following conclusion was reached, and there are some suggestions:
In order to step up the successful settlement of the rural school promotion plan, every party concerned involving local educational authorities, local governments, corporations, local residents, NGO and educators should join
forces, and a conniving model should be prepared to give support to agriculture and rural communities. The autonomy of curriculum management should be guaranteed to devise one-on-one customized curriculums to bolster the effectiveness of the plan, and the accountability of educational communities for the performance evaluation of the customized curriculums should be stressed. Intensive research efforts should be directed into the development of a conniving model and customized curriculums to improve the competency of teachers and parents. Besides, various variables affecting the performance evaluation of the rural school promotion plan should be investigated, and the interrelationship of the variables should be checked to find out the impact of the variables on the performance of the plan.
