This thesis has two main purposes. The first one is to analyze the reality of informational education subsidy project to reduce the information gap among income based social stratum. The second one is to present improvement alternatives on how the plan should be developed through the search of the reality of using information.
For these purposes, literature review and survey have been conducted. The main topics of survey are as follows. ; ① information gap and the reality of the subsidy project for reducing information gap ② the reality of subsidy project for informational education focused on Daejeon Metropolitan Office of Education ③ the analysis of recipients' use of information technology after the subsidy project.
With a questionnaire consisting of 24 questions, 391 students were surveyed for data collection in elementary and middle schools who have received the subsidy project of informational education. SPSS V12.0 program has been applied to analyze the data.
The results of this survey has been summarized as follows:
First, the recipients of the subsidy of informational education were found to use the computer less than an average of 2 hours a day and the students who scored high on test were found to use the computer less than those who scored low on test.
In addition, elementary school students mainly use the Internet from 7 p.m. to 10 p.m. during weekdays, while middle school students usually use the Internet after school till 7 p.m. During weekends, both of them use the Internet mainly between 1 p.m. to 5 p.m.
Second, there were significant difference in the purpose of Internet usage, which is that boys spent most time playing games while girls spent more time on searching for information through the Internet. Students who received higher marks in school use the Internet for information, while students who received lower marks use the Internet for playing games. For education and learning purposes, elementary school students more frequently use than middle school students, girls more than boys, and students with higher marks more than students with lower marks.
Third, most students, especially those with good marks in school responded positively to the question of whether the Internet facilitates study or not.
In regards to the educational website utilization, middle school students mainly used EBS(Educational Broadcasting System) website, while elementary school students mainly used cyber home schooling.
Despite the responses that the major usage of the cyber home schooling and EBS was for mathematics and that it facilitates their studies, the rate of utilization of the website by recipients was low.
Fourth, middle school students compared to elementary school students, and students with lower school marks compared to higher marks showed more signs of Internet addiction.
Also, the survey showed that students play games for pleasure the most, and 'Role' playing game was played the most.
Fifth, there was a high level of satisfaction about the subsidy project in general. In regards to the most essential matter for productive use of the Internet, the respondents want practical education on effective use of computer and Internet. Questioned about consultation on the use of the Internet, the students said that they prefer consulting with their parents or professional counsellor to homeroom teacher and school counselor. So the reliability of consultation inside school needs to be improved.
Based on the above data, the following suggestions were made for subsidy project:
First, Internet and computer applied education is necessary. Such education should be conducted using detailed and specified programs considering the traits of boys and girls, elementary and middle school students. In particular, extra guidance is needed for the students with low school marks and are from low income families.
Second, various contents and methods for active use of the cyber home schooling and EBS website needs to be developed.
Third, methods to trigger students' interest by developing and providing games oriented educational contents is necessary.
Fourth, the reliability on homeroom teachers and school counselors needs to be raised in order to have the students consult with them in a comfortable atmosphere.
Fifth, simple and quick procedures on supporting the informational education subsidy project needs to be researched. In the long run, the education office should maintain supporting system for low income family and second highest class families as is. In addition, Ministry for Health, Welfare and Family affairs should provide the ones of National Basic Life Security allowance with the fee of using the Internet alongside with the tuition support.
