대통령 기록관의 발전 양상 : 미국 대통령 기록관의 발전 단계 연구

국문 초록 (Abstract)

대통령 기록관은 대통령 기록물의 보존과 활용이라는 두 가지 역할과 아카이브 및 박물관 영역의 기능을 동시에 수행하고 있으며, 시기별로 주요한 역할과 기능은 변화한다. 미국 대통령 기록관은 이러한 변화의 과정은 뚜렷이 보여주는 데, 이를 대통령 기록관의 라이프 사이클, 즉 발전 단계라고 지칭한다. 발전 단계를 구축하면 예상 실무를 미리 파악하여 인력, 업무, 프로그램 등을 계획하는데 도움이 되고, 변동 사항이나 변화, 예를 들어 아카이브 영역과 박물관 영역간의 인력 비율, 이용자 요구 등에 대비할 수 있다. 또한 각 대통령 기록관이나 대통령 기록물별로 동일한 기준과 정책을 적용할 수 있어 균형 있는 발전을 가능하게 한다.
본 연구는 미국 대통령 기록관의 역사와 기능을 통해 대통령 기록관을 이해하고, 린다 피셔의 모델을 토대로 한계점을 보완하여 초기 단계, 전문 이용 단계, 성숙 단계의 대통령 기록관 발전 단계를 구축하였다. 그리고 트루먼, 케네디, 클린턴 대통령 기록관의 운영 실제를 통해 발전 단계의 근거를 마련한 것은 물론, 각 단계별 문제점과 개선안을 도출하였다. 특히 이 논문은 미국의 최근 자료들을 참고하였고, 클린턴 대통령 기록관에 관한 구체적인 사례연구를 포함하고 있다.
이 논문에서 구축한 발전 단계는 한국 대통령 기록관의 노무현 대통령 기록물의 업무 표준으로 적용될 수 있다. 대통령 기록관의 발전 단계는 대통령 기록관의 역할과 기능을 체계적으로 수행할 수 있도록 아카이브 영역과 박물관 영역의 인력들이 할 일과 앞으로 해야 할 일을 명시해주는 업무 표준이자 기록관의 운영 지침이기 때문이다. 따라서 이 논문은 삼단계의 발전 단계를 통해 노무현 대통령의 기록물에 대한 업무 방향을 설정하고, 그 이전에 우선적으로 개선되어야 할 근본적인 방안들을 제시하였다.
그동안 대통령 기록관에 관한 국내 연구는 많았지만 대통령 기록관의 발전 단계라는 새로운 시각에서의 연구는 없었으며, 국내 연구 논문들은 대체로 미국 대통령 기록관의 사례를 개괄적으로 설명하고서, 그것을 한국 대통령 기록관에 적용하려고 시도하였다. 본 논문은 새로운 연구 자료들을 참고하여 대통령 기록관에 대한 이해를 돕고, 대통령 기록관의 발전 단계라는 새로운 관점을 제시하였다. 아울러 미국 대통령 기록관의 발전 단계를 보완하여 한국 대통령 기록관의 발전 방안을 마련하고자 하였다. 이 논문이 대통령 기록관의 운영 활성화와 발전에 기여할 수 있기를 희망한다.

다국어 초록 (Multilingual Abstract)

Presidential Library has the roles of preserving and utilizing presidential archives, and also has the archival and museum functions. But the primary roles and functions of Presidential Library have been changed over the time. American Presidential Libraries vividly show the process of changing roles, that is Presidential Library's life-cycle or 'developmental stages'. Building 'the developmental stages' helps to plan manpower, business, programs and to prepare for fluctuations or changes, for example manpower ratios between archival scope and museum scope, user's need etc. Also, 'the developmental stages' make balanced development possible as they can be applied to the same standard and policy of each Presidential Library or presidential archive.
This paper tried to understand the Presidential Library by studying the history and functions of American Presidential Libraries and to supplement the problems of Linda Fischer's model, and to build three developmental stages: the nascent stage, the professional use stage, and the mature stage. And then this paper found grounds for the developmental stages and drew problems and improvements of each stage by examining the cases of Truman, Kennedy, Clinton Presidential Library. Specially, this paper consulted a lot of American recent studies and included a concrete case study on the Clinton Presidential Library.
Established developmental stages can be applied as a work standard to Roh Moo-Hyun presidential archive. As the developmental stages of Presidential Library can serve as a business standard and an operation instructions which indicate what the staff of archive and museum should do. Thus, this paper set the business direction and fundamental ways for the Roh Moo-Hyun presidential archive.
Until today many Korean studies on the Presidential Library have been published, but none of them showed a new perspective of developmental stages of Presidential Library. They tried to survey the cases of American Presidential Libraries and to apply them to Korean Presidential Library without through study. This paper helps understand the Presidential Library in view of consulting new data, and presenting new perspective based on the developmental stages of Presidential Library. Morever, I tried to establish the development plans of Korean Presidential Library by analyzing those of American Presidential Libraries. I hope this paper contributes to develope our Presidential Library.
