한국사회의 다문화 현황과 다문화 교육 활성화에 관한 연구

국문 초록 (Abstract)

문화적 다양성에 대한 논의는 역사의 흐름과 국가에 따라 다양하게 진행되어왔다. 이러한 논의의 대부분은 이민자의 수용이 높았던 서구사회에서 논의되었고 자유주의와 민주주의가 발달함에 따라 더욱 가속화 되었다. 또한 이주민과 소수민족의 요구와 압력이 증가함에 따라 이들의 안정적 정착을 도모하고 사회통합을 실현 시킬 수 있는 다양한 이론과 정책들이 필요하게 되었다.
다문화 사회로 빠르게 접어든 한국사회는 그동안 다문화에 대한 논의가 관심을 끌지 못하였고 근래에 이르러 다문화논의에 대한 사회적 필요성이 증가하며 본격적인 논의가 이루어지고 있다. 하지만 아직까지 실천적인 노력이 부족하고 사회적 약자와 소수에 대한 편견과 차별에 대한 인식이 만연해 있는 것이 현실이다.
앞으로 중요한 것은 다문화사회라는 세계의 흐름에 따라가기 위한 실질적인 대응이다. 다문화 사회의 문제는 개인적인 노력으로 해결하기에는 한계가 있기 때문에 사회의 공동노력으로 대응하여야 한다. 다양한 문화가 공존하는 생활 세계에 대한 이해를 깊게 하고 다원적인 시야와 편견 없는 자세로 보려는 태도의 육성이란 관점에서의 교육적 모색이 긴요하다.
따라서 다문화 사회에서 요구되는 시민성을 기르기 위한 다문화 교육에 대한 연구가 필요한 시기이다.
이에 본 연구의 목적은 한국사회의 다문화 교육의 현황과 문제점에 대해 분석하여 한국사회가 나아가야 할 다문화교육의 방향을 제시함에 있다.
연구방법 및 구성은 다음과 같다. 첫째, 다문화 사회에 대한 정의와 한국의 다문화 상황 특성과 문제점에 대해 파악하는 것이다. 이는 한국적 다문화 사회의 현황을 인식하고 한국사회에 적합한 대응방안을 모색하는데 필요하다. 둘째, 바람직한 다문화 교육방법의 모색이다. 이에 대해 본 연구에서는 우리보다 먼저 다문화교육을 실시했던 외국의 사례들과 한국의 다문화 교육을 비교하여 다문화 교육의 대안적 방향을 모색하고자 한다. 셋째, 다문화 교육의 한 부분으로 시민교육의 필요성을 강조하는 것이다. 이는 새로운 형태의 갈등을 해결하고 사회통합을 이루기 위해 필요하다. 넷째, 7차 교육과정에 포함된 다문화교육의 내용을 살펴보고 실현가능한 대안을 모색해 보고자 한다.
특히 외국의 다문화 교육과 한국의 다문화 교육에 대해 살펴봄으로써 다문화 사회에 필요한 다문화 교육의 미흡한 점을 알아보고 발전방향을 모색해 보고자 한다.

다국어 초록 (Multilingual Abstract)

Issues of cultural diversity have been discussed in variation according to different history of nations. The majority of the discussions have occurred in western societies where they accept immigrants at a higher rate; furthermore, these debates over cultural diversity have heated as liberalism and democracy developed. On top of that, immigrants and minority groups make increasing demands on societies. Thus, it is required to adopt various policies and actualize the theories so as to facilitate stabilized settlement and integration into society.
The notion of multiculturalism hardly attracted much attention since Korean society has just started to get into it in a short time comparing to foreign countries. Recently multiculturalism has been widely discussed in Korea as people acknowledge the increasing social needs; however, it is hard to deny that practical policies are still insufficient. Moreover, prejudice and discrimination against the minority and the weak are still rampant in the Korean society.
It should be noted that an effective plan is necessary to reflect the global phenomena, that is, multicultural society. Community effort is essential in dealing with matters caused by multicultural society because individual effort itself cannot entirely solve these societal problems. It is vital to educate students in a way so they can bring a better understanding of society where different cultures coexist and raise unbiased attitude within them.
For these reasons, it is time to place more weight on research in multicultural education so as to raise mature citizenship which suits a multicultural society.
The aim of the research is to suggest the right direction to actualize multicultural education in Korean society by analyzing its present condition and problems in Korean society.
The research approaches and contents are as follows: first, it is to define multicultural society and acknowledge distinct features and problems of multicultural condition in Korea. This is especially necessary in order to note the current condition of multicultural society in Korea and search for an appropriate plan to solve problems of Korean society caused by multiculturalism. Second, an ideal method of multicultural education is suggested by studying examples in other countries which implemented multicultural education in advance of Korea. Third, it is to emphasize the necessity of citizen education as a part of multicultural education. The citizen education is essential in that it can resolve the conflicts of which characteristics are different from the conventional problems in society; furthermore, it can realize integration of society in the end.
