      If it is assumed that activation of residents participation is essential for development of the local autonomy, residents participation may have dual aspects : Basically, residents tend to approach the government to have their needs fulfilled egoistically, while the bureaucracy is required to meet the residents for a smooth administration. Then, the two aspects may conflict with each other. Accordingly, if both local administration and its residents do not give up their egoism, a desirable residents participation may not be feasible, much less its efficiency.
      This study aims at presenting an activation plan of residents direct participation system by analyzing an important factor that the residents participation affects the progress of local autonomy and importance of residents participation with respect to local autonomy. In the realities that any legal, systematic residents participation system has not been arranged yet, it may be difficult for such direct participation system of the residents to be activated, but the author thinks that the best option to solve the local outstanding questions is a way to find out a plan which can meet the desires of the local residents to its maximum.
      The ultimate and final aim of establishing local self-government is improve the quality of lives of the residents. It is believed that the quality of life improves when the local residents are empowered to decide the details on their own for themselves. This is why residents should actively participate in governing. It is the administration of the local governments to which the average residents may exercise limited participation.
      Residents organizations can intermediate between residents and local administrations to encourage residents to participate in policy making processes, while exerting a great socio-political influence. Recently, some residents organizations have been successful in forming public opinions on environmental and traffic issues. Despite residents organization are playing such important roles for residents participation, their activities have been restricted by limited financial subsidies. Thus, in order to promote residents organizations on a continual basis, it is deemed necessary to increase financial subsidies to them, while setting some directions for their activities. In particular, it is important to encourage them to suggest policy alternatives and develop some strategies to develop action programs allowing people to participate therein.
      In the residents government and the participatory government, decentralization policy obtained good results in the level of more broader balanced local development. Furthermore, the administration system and residents awareness has been greatly developed in the course of setting these results in the basic framework of democracy of self-government.
      In conclusion the success of local autonomy depends on how well residents participate in public administration. In order to secure the success, various participating channels should be made and residents should really participate in public administration. The study tries to find solutions with such elements of local administration as administrative surroundings, administrative systems, and residents as key variables. The solutions will be found effectively and efficiently only when local self-governing bodies and their residents work together in harmony.
