A study on plans of development of local specialization per type of agricultural regions

Depression of agriculture and farm villages is deepening since shortage of labor force becomes serious and aging is accelerated due to outflow of young human resources with deterioration of competitiveness caused from worsening productivity of agriculture and farm villages. At this point of time, in this study, models of new types of regional specialization development are suggested for residents of agricultural regions to become self-sufficient by finding specialization development projects easily and by finding out means of escape so that plans of regional specialization development considering regional characteristics can be prepared and carried out in specific to overcome economic deterioration of agricultural regions.
First of all, a theory of the study is a use system of agricultural land and historical background and flows of land related systems of agricultural regions such as 「law of plans of national territory」,「law of agricultural lands」were reviewed and as problems, parts in which regulation of land uses is serious by various individual laws in use of agricultural lands were reviewed.
In section of theory of regional specialization development, concept and theory of regional specialization development, systems related to regional specialization development, background of implementation and policy of implementation of regional specialization developments were reviewed. And in review of types of regional specialization development, nine types suggested by Ministry of Public Administration and Safety (MOPAS) were found out. As examples of advanced countries, it was reviewed in division of domestic examples and foreign examples related to types of regional specialization developments.
In analyses of actual status of land use and implementation of projects of Wanju-Gun, as general status, parts of establishment of administrative districts, trend of changes of generation and population, trend of changes of agricultural farming lands, status of distribution of usage region, analyses of natural environments (altitude and slope analyses), and possible regions of developments were found out.
Core contents of the study were to find out examples of developments per each Eub, Myeon through average analyses and crossing analyses using 2,152 cases of data of permission (Discussion) of transformation of agricultural lands of a total of 13 Eub and Myeon of the entire Wanju-Gun from 2000 to 2007 and based on program control data such as visions of local autonomous organizations, long-term integration development plans, PR data, and trend of implementation of projects and field surveys, not only natural characteristics owned by each region but also traditional special products and tourism resources as well as all projects possible to specialize with regard to geographical characteristics were explored through SWOT analyses per each Eub and Myeon and similar projects were combined for types of specialization.
Types were classified into five categories of ecological and residential type, tourism industry type, regional development type, and agricultural, livestock, and fisheries type and specialization development strategy and expected effects were suggested per types and tasks of policy for regional specialization development were reviewed.
Limits of the study were incompleteness of suggestion of supplementary data due to lacking of correct data or information such as data and status per year provided by local autonomous organizations and specific calculation of project costs, detailed items of implementation of projects, and locations of objects of projects were not suggested even though strategies of regional specialization developments were suggested.
