Along the drastic advancement of globalization and information in the 21st century, the efficiency of public sector has emerged as the important factor that determines the national competitiveness that the countries around the world have been undertaking the government innovation policies with the curtailment of government sector and competent management of administration.
Korean government also has undertaken the introduction of various performance management systems including duty performance contract system, BSC and others in order to improve the competitiveness and productivity in the government sector with the strategic organizational management through the performance management as the important task of the government innovation.
In particular, national university has been demanded for positive changes and internal innovation from the strong pressure of change along with the drastic change of the surrounding environment, such as opening of education market, structural reform in national university and others.
Therefore, under this study, the premises are made for the performance-oriented productive organizational culture in the national university system that is the main stream of higher education in Korea as well as the need of active introduction of the performance management in order to structure major education policies and innovation.
Under the context, this study has looked on the BSC applicability in the national university administration through the theoretical discussion of the performance management and the national university administration. And, it analyzed the limits and issues of current performance evaluation system of national university, and through the case studies of each institution that has introduced and implemented for BSC, it presented the effective application of BSC as the effective performance management plan in the national university administration.
As a current performance evaluation system of national university, there are duty performance contract system, work record assessment, multiple assessment and others. As the limit and issue of such performance evaluation system, there are formative operation of the performance evaluation system, gap between the university innovation and development, segmented performance management, lack of linkage with strategy, lack of incentive on evaluation result and others.
And, in applying the performance management system of BSC on to the national university administration, the following points have to be noted in structuring and operating the system.
First, national university has to organize the new cause-analysis relationship of each new point of view to meet the characteristics of national university in the aspect of efficient operation of finance by securing the appropriate financial resources and strive the highest value in ‘customer satisfaction’ rather than the ‘financial performance’ of a profit-organization.
Second, the performance objective of the national university administration has to formulate the administrative performance objective in compliance with the vision, strategy, goal and outcome objective of entire university, and continuously verify its feasibility and effectiveness.
