This paper’s purpose is comparative analysis of the 2007 unification education guidebook and the 2009 unification education guidebook in relation to 'policy toward North Korea-policy of unification education-unification education guidebooks'. This paper was approached according to 'organization of contents and purpose of unification education' and 'contents and guiding principles' which was classified to a view of North Korea and change of North Korea, unification and relationship of between South and North Korea, peace and security, international relationship, and racial problems.
After the end of the Cold War South Korean government carried out policies toward North Korea based on the tone of reconciliation and cooperation steadily. However specific methods of carrying out policy toward North Korea have been changed according to the situation of world, South Korea, and North Korea. As a matter of fact the basis and the tone of the Peace and Prosperity Policy of Roh Mu-hyun administration and the Policy of Mutual Benefits and Common Prosperity of Lee Myung-bak administration are same. However specific methods are different because of estimation of the Engagement Policy, a view of North Korea, approach to settlements about North Korean nuclear program, a view of peace and security, understanding of world and Korea situations, and recognition for racial problems. The differences are showed on the unification education guidebooks through out policy of unification education.
Two guidebooks have something in common because Roh's and Lee's administrations' tones of policy toward North Korea have been same. Organization of contents, unification education's purpose, definition of unification, historical background of the division of Korean peninsula, dualism for unification and North Korea, objection against North Korea's nuclear program, economic support by stages of abrogation of North Korean nuclear program, needs for international cooperation, and importance of both security and peace are in common of two unification education guidebooks.
On the other side there are differences and disparities between two guidebooks through specific approaches. The 2007 unification education guidebook is expressed emphasis of peace, positive estimate of Engagement Policy and the 6.15 Joint Declaration, meaningful North Korean changes, importance of inter-Korean relationship, national homogeneity’s improvement, and helping settlement of people from North Korea. On the other hand the 2009 Unification Education Guidebook is expressed about Policy of Mutual Benefits and Common Prosperity, emphasis of security and international relationship, limits of Engagement Policy, the 6.15 Joint Declaration, and the 10.4 Declaration, emphasis of the South and North Basic Agreement instead of the 6.15 Joint Declaration or the 10.4 Declaration, negative expressions of North Korean changes, and deepening of inter-Korean differences.
In the basis of the tone of reconciliation and cooperation the 2007 Unification Education Guidebook contains keynotes of the Peace and Prosperity Policy and the 2009 Unification Education Guidebook contains keynotes of the Policy of Mutual Benefits and Common Prosperity. The Unification Education Guidebooks are affected by Policy toward North Korea of administrations. The point is that the unification education guidebooks are changed without philosophy about unification and national agreement about unification education and discontinued.
