북한의 주택정책 현황과 발전방안 연구 = A Study on the Present Status of Housing Policy and Development Plan of North Korea

국문 초록 (Abstract)

본 연구는 북한 주택정책의 역사와 내용, 현황 등에 대해 중점적으로 고찰하는 것을 1차적인 목적으로 설정하였다. 이를 위해 비교사회주의적인 맥락과 보편적 북한 연구의 관점에서 사회주의 국가들의 주택정책 전개과정에 대해 살펴보았다. 사회주의 국가의 전형이라고 할 수 있는 소련의 주택정책을 중심으로 사회주의 국가 일반의 주택정책 내용을 살펴보고, 그 유형을 ‘집중적 중앙계획형’, ‘완화된 중앙계획형’, ‘협상계획형’ 등으로 구분하여 알아보았다. 다음으로 중국과 동유럽 국가들, 독일(동독 지역 중심)의 주택정책이 경제개혁 및 체제전환 이전과 이후에 어떻게 변화하였는지를 보다 세밀하게 정리하였다.
다음으로 북한의 주택정책 현황을 역사적 관점에서 3가지 시기로 구분하여 살펴본 이후, 경제위기 이후 정책변화의 내용 및 부문별 현황, 암시장을 통한 주택의 비공식 거래 형성 및 발전 등에 대해 살펴보았다. 주택과 긴밀하게 연결되어 있다는 측면에서 매우 중요한 토지이용과 관련하여 북한은 기존의 사회주의 토지제도를 고수하고 있지만, 개성공업지구 및 금강산관광지구 등을 통해 매우 제한적인 방식으로나마 토지이용권을 인정해주고 있다는 사실을 발견할 수 있었다. 또한 암시장을 통해 개인집과 국가주택이 매매되고 있는데, 그 원인이 무엇이고 현재 상황이 어떠한지에 대해 살펴볼 수 있었다.
마지막으로 본 연구의 2차적인 목적, 즉 북한의 주택정책 발전방안에 대한 개인적 견해를 피력하기 위하여 토지이용 문제, 주택소유 문제, 신규주택 건설 및 공급 문제, 재고주택 개·보수 문제에 대한 본 연구자의 개인적 견해를 정리·제시하였다.

다국어 초록 (Multilingual Abstract)

This study examines North Korea's housing policy, with a primary focus on its history and present condition, In order to do so, this study examines the developmental process of the housing policies of other socialist countries from a perspective of North Korean studies. With the former Soviet Union's housing policy as a model of other socialist states, we look at the general housing policies of socialist states, and investigate the types including those through “intensive central planning”, “relaxed central planning”, and “negotiated planning”. The we look at the housing policies of China, the former Eastern bloc states and Germany before and after their economic reform and structural transition to see how they transformed and were closely arranged.
After examining through three historical perspective the current situation of North Korea's housing policy, the contents and sectoral conditions of the policy transformation after the economic crisis, we look at the shape of unofficial transactions and development of housing units through the black market. While North Korea is stubbornly holding to its socialist land system, we can discover the very restrictive ways of the land usage rights through looking at the Kaesong Industrial Complex and Kumkang Tourism regions. In addition, when individual houses and national housing is being sold through the black market, we can also examine what the causes are and what the current situation is.
Finally, as an secondary purpose, namely for revealing the land usage issues of North Korea's housing policy development plan, this study indicates the problems of land usage rights, land ownership, new housing construction and supply, and housing stock units and renovations, and presents its own personal views on these issues.
