기록관의 기록관리 평가지표 개발에 관한 연구

국문 초록 (Abstract)

기록관리 평가를 추진함에 있어 평가제도 자체의 실효성 내지는 효과성을 확보하기 위해서는 그 제도를 구성하고 있는 평가지표가 적절해야 한다. 그리고 기록관을 대상으로 한 기록관리 평가지표의 개발이 필요한 이유는 기록관이 기록관리기관 체계상 처리과와 중앙기록물관리기관 사이를 매개하면서 일관되고 체계성 있는 기록관리를 구현할 수 있는 핵심적 위치에 있기 때문이다.
본 연구에서는 기록관리 평가지표 개발을 위해 한국 국가기록원, 뉴질랜드 국가기록원(ANZ), 호주 국립기록청 (NAA), 영국 국립기록청(TNA)에서 사용 중인 기록관리 평가지표를 기록관리 국제표준 ISO 15489를 기준으로 비교하였다. 그리고 평가영역별로 기록관리법과 기록관리 국가표준 KS X ISO 15489를 통해 기록관리 원칙을 도출하였다.
국·내외 기록관리 평가지표를 참고하고, 기록관리법과 기록관리 국가표준 KS X ISO 15489의 기록관리 원칙을 기준으로 하여 2개 평가분야, 9개 평가영역, 23개 평가항목, 114개 평가지표로 구성된 기록관리 평가지표 모형을 설계하였다. 기록관리 정책 환경 분야는 기록관리 정책 및 규정, 모니터링 및 감사, 기록관리 책무 및 훈련 영역을 평가하고, 기록관리 과정 분야에서는 생산/획득/등록, 분류, 저장/보존, 접근, 처분, 이용/추적 영역을 평가하도록 설계하였다. 이렇게 설계된 평가지표 모형의 내용 타당도를 검증하기 위해 기록연구사를 대상으로 설문조사를 실시하였다. 설문조사는 평가지표의 중요도를 5단계 척도로 평정하는 설문지 형식으로 이메일 이용해 진행하였다.
설문조사 결과는 평가지표의 내용 타당도를 검증하기 위해 평균값 3.5점을 기준으로 설정하여 분석하였다. 조사 결과 114개 평가지표 중 110개의 평가지표가 평균 3.5점 이상으로 조사되어 평가지표로서 적합한 것으로 나타났다.
본 연구에서 최종적으로 제시한 기록관리 평가지표는 기록관의 자체 평가 및 제3자에 의한 평가도구로서 뿐만 아니라, 기록관간의 비교평가 도구로서도 활용할 수 있을 것이다. 그리고 기록관의 업무개선과 효율성 증진을 위한 피드백 자료로서 기록관의 장기 발전전략을 수립하는데도 활용할 수 있을 것이다. 그러나 기록관리 평가지표 개발 목적이 전 기록관에 적용할 수 있는 평가지표 개발이었기 때문에, 개별 기관의 특수한 상황을 반영하지 못하였다는 한계가 있다. 따라서 본 연구에서 제시된 기록관리 평가지표는 기록관의 상황에 따라 평가영역 및 평가지표를 추가하거나 삭제하는 방식으로 활용해야 할 것이다.

다국어 초록 (Multilingual Abstract)

In record management evaluation propulsioning, it has an evaluation indicators which make up the system to ensure its effectiveness or results. The reasons which needed evaluation indicators development an object of an Records Center are materialize record management consistently and systematically in the course of events between transaction department and Archives.
On this study, I drew a comparioson ISO 15489 which using in the National Archives & Records Service in Korea, ANZ in New Zealand, NAA in Australia, TNA in United Kingdom to ensure record management evaluation indicators. Also I drew the rules of record management through the Act of record management and KS X ISO 15489. With referring to the record management evaluation indicators of domestic and foreign countries, I designed a record management evaluation indicators model which makes 2 fields of evaluations, 9 regions, 23 of evaluation items and 114 evaluation indicators with following record management rules in ISO 15489.
In the field of policy environment, this study evaluates record management policies and rules, monitering and audit, responsibilities and training of record management. Also in the field of course in record management, this study designed to evaluation creation/capture/declaration, store/preservation, access, disposition, services/tracking of record. To ensure properity of this evaluation indicators model, I surveyed record managers as a target. The survey ran off using e-mail which has five steps priorties measures.
The effect of survey analyzed average data 3.5 point to ensure properity of this evaluation indicators model. The research showed that 110 record management evaluation indicators of 114 of those are suitable as a record management evaluation indicators.(110 record management evaluation indicators measured average 3.5 point)
The record management evaluation indicators which showed finally can make the best use not only as a evaluation aids by Records Center and the third parties but also as a comparison evaluation aids in each Records Center. Also this will help the long-term implementation skills in Records Center as a business improvement and feed-back to get good efficiency. However, cause of the purpose of record management evaluation indicators development was applied all kinds of Records Center, it has downside which can't applied particular circumstances in the each agencies. Thus, record management evaluation indicators which showed on study will utilize the evaluation regions and the record management evaluation indicators on the situations of Records Center.
