경기도 성장관리를 위한 모니터링 지표 선정에 관한 연구

국문 초록 (Abstract)

본 연구는 성장관리를 위한 다양한 수단들 중 선결되어야 하는 기반으로써 모니터링 체계의 구축이 필요한 상황에서, 성장관리 모니터링 시스템을 구축함에 있어 적절한 모니터링 지표의 선정을 위해 고려하여야 할 사항을 파악하는 것이 1차적인 목적이며, 또한 고려하여야 할 사항에 따라 경기도가 취할 수 있는 모니터링의 위상 시나리오에 따라 적합한 지표를 선정하는 것을 종국의 연구 목적으로 한다. 하지만 현재 경기도 혹은 수도권 차원에서 성장관리의 목표가 될 계획이 부재하고 있다는 점과 모니터링을 통하여 구체적으로 무엇을 얻고 어떻게 조절·통제할 것인가에 대한 방향설정이 없다는 점에서 본 연구가 취할 수 있는 입장은 매우 규범론적이고 일반론적인 접근을 취할 수밖에 없다. 따라서 본 연구에서는 모니터링 지표를 선정하기 위하여 고려하여야 할 규범론적인 차원(Dimension)을 계획내용(이슈) 차원(Dimension I), 계획체계의 정합성 차원(Dimension Ⅱ), 기타 성장관리수단들과의 일치성 차원(Dimension Ⅲ), 자료의 속성 차원(Dimension Ⅳ)으로 나누어 살펴보는 탐색적 접근법을 시도한다. 지표 선정과 관련한 부분에서는 연구자의 주관에 따라 분류된 결과와 정보 계측기법을 준용한 경기도 관련 계획의 정보량 측정을 통한 결과를 비교하며, 정성적 방법으로 선정된 선정지표의 결과와 망라적 지표를 대상으로 수행한 군집분석(cluster analysis)의 결과를 비교하여 연구결과의 타당성을 높이도 록 하였다. 본 연구는 성장관리 모니터링 지표의 요건을 앞서 언급한 4개의 차원으로 정의하고, 그 유형의 구조적 틀 내에서 예시적인 시나리오를 설정하여 검토한다는 특징을 가지고 있다. 연구의 분석결과를 토대로 제시된 예시적 차원의 모니터링 지표는 성장관리계획이 부재한 상태에서 어떤 지표가 경기도의 성장관리 모니터링을 위해 적절한가를 판단하기란 어려움이 존재한다. 하지만 지표의 단순성 측면에서만 판단한다고 하면, 대분류상의 지표가 가장 바람직할 것이며, 경기도의 성장관리 방향에서 산하 31개 시군의 도시계획 승인권을 활용한 적절한 수준의 조정과 통제가 필연적이라는 점에서는 소분류의 지표수준에서 지표설정을 검토하는 것이 타당할 것으로 판단된다. 이 경우 정량화된 지표의 확보를 위해 추가적인 분석이나 지자체의 개별 개발사업에 대한 공간DB의 구축을 전제로 한다는 것은 분명한 사실이다. 본 연구는 기존의 지표관련 연구가 충분히 다루지 않았던 다차원적 접근을 시도하여 규범적 지표의 구조를 제시하였다는 점에서 의의가 있다. 물론 본 연구에서 제시한 지표를 설정하기 위하여 고려하여야 할 4개의 차원만으로는 충분한 것은 아니나 포괄적 범주화로서의 의의는 충분하다고 할 수 있을 것이다. 향후 고려되어야 할 범주는 각 부문지표별 연계성을 확보하고, 그 정도를 연구하는 것으로 충분한 시행과 사후 분석의 반복적 수행이 전제되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Among various tools of Growth Management, monitoring system is an indispensable planning system. For this reason, this study aims to analyze appropriate monitoring indicators for Growth Management. Next, another purpose of the study is to select proper indicators by hierarchical scenario of monitoring which is able to apply to Gyeonggi-do. However, there is no planning system which deals with Growth Management in Gyeonggi-do or the Seoul Metropolitan Area. Moreover, there are no directions how to manage and control Growth Management with monitoring system. For this reason, this study takes a normative and general approach. Therefore, this study considers normative dimensions in order to select monitoring indicators as follows: 1) planning issue (Dimension Ⅰ), 2) conformity of planning system (Dimension Ⅱ), 3) consistency between tools for Growth Management (Dimension Ⅲ), 4) attribute of data (Dimension Ⅳ). In terms of selecting indicators, this study compares the categorized result by researcher with the result by Information Measure Technique which measures a plan of Gyeonggi-do. Also, in order to consider the feasibility, this study compares the result of selected indicators by qualitative method with the result by Cluster Analysis. As mentioned above, this study defines the requisites (Dimension Ⅰ~Ⅳ) of monitoring indicators for Growth Management and reviews scenarios of monitoring in constructive frame. Based on the result of this study, there is difficulty whether presented monitoring indicators is adequate in certain case. However, in the aspect of simplicity of monitoring indicators, indicators of classified into large group are appropriately decided. Also, this study concludes that indicators of classified into small group are adequate to review Comprehensive City Plan of each city of Gyeonggi-do because Gyeonggi-do has the approval of Comprehensive City Plan. In this case, in order to ensure quantitative indicators, this study needs additional analysis to achieve spatial database of each development project in local government. The significance of this study is to present normative indicators with multi-dimensional approach which previous studies did not deal with. Although the dimensions of indicator the study is provided are not sufficient, the inclusive classification of indicator has significance. Further study is to ensure connectivity between indicators of each part and to review feedback process of monitoring system.
