Today, sustainable urban development is a key challenge of the urban development in metropolis as the watchwords of modern urban planning. For this, it is essential to preserve the conservation area and to leave room for new development for future generations. Regeneration of brown filed is a reasonable way that systematically accommodates demands of new urban development for introducing newly urban functions or housing supplies required to the urban plan. Urban regeneration in urban development and management makes the quality of space improved, being able to have urban-fundamental facilities such as park & open space and public cultural facilities in brown field land that failed to be efficiently erected on the process of rapidly urbanizing time in the past.
The urban regeneration plan has to consider slow population growth, which is likely to discourage the demands for the development of brown field that has the complex relationship rather than suburbs. For these reasons, this study was intended to explore ordered strategies that the slow population growth in sustainable urban development of metropolitan pursues.
The following are the main contents of this study. First, the lesson for well-planned urban regeneration has been drawn by review about smart growth management, compact city development, transportation oriented development, etc in attention recently and instances in developed countries and related research. Second, the direction of urban development of metropolis has been drawn through analysis on urban development policy and urban development conditions according to the type of population growth of Korea. In this study, As a slow population growth city, Daejeon, was selected, and then the lesson for forming a task and planning for well-planned urban regeneration through analysis related about urban development plan has been derived. Finally, to find a strategy for ordered urban regeneration of metropolis, a survey of experts related urban planning was done and analyzed. Based on the expert survey analysis, the strategies ofurban master plan and urban regeneration plan for well-planned urban regeneration have been suggested in this study.
The proposed strategy for the urban regeneration in level of urban master plan is following three. First of all the principle of development in the urban master plan has been proposed. It includes the principle of preserving undeveloped green areas in the suburbs, the lead of the development of the brown field and connected development with existing urban area in new development of green field. Second, the realization of the population indicator that had based on the urban development was proposed. In estimating demands or new urban development, it is necessary to consider the demands achieved through urban regeneration project beforehand, and then the new development demands have to be estimate. It is an essence of urban development for the future. Third, in the urban master plan, planning that guides direction and challenge to consider the new urban development by the life zone was suggested.
In a view of comprehensive urban regeneration planning, the following four approaches proposed. First, main contents and direction of the urban regeneration plan of four steps for planed regeneration have been proposed. Its first step is the urban regeneration master plan on entire city which is set into the regeneration plan for region, life zone, and maintenance district. Second, the distribution size of urban regeneration projects was suggested to consider the elements and steps, such as structure of urban space, the impact of regeneration projects, zone unit equity, and etc. with the physical criteria. Third, elements that prioritize projects were proposed and urgent as well due to the physical standards, such as relationship with adjacent areas, the impact of regeneration project, and etc. Fourth, in urban regeneration, it is important to use the local public transport node-center as a base of urban regeneration. Here, compact development, forming of environmental walking network and combine of linked regeneration plan and urban design techniques to the center are key elements. And localized organization of private and public cooperation to support the local regeneration must be founded. That is the proposition in this study.
This study accommodated future-oriented development paradigm in urban planning. It is expected as a useful reference to prevent a sprawl development due to new development on the green fields. Also, in making government's strategy and policy of planned urban regeneration, it could be provided for the balanced development through the regeneration of existing built area in city and the improvement of life environment. By suggesting comprehensive urban regeneration plan that accommodates new urban development on the green area to the regeneration development of built area, this study is expected to contribute to modify direction related urban plan and urban regeneration plan of brown field hereafter.
