    From the perspective of the central government, various rural development businesses are being conducted. At the same time, from the perspective of the local government, various rural development businesses are being promoted in the stabilization phase of the self-local government. By fostering businesses based on natural·historical characteristics and through participation by residents, this business aims to increase the quality of life for residents by restoring the community and allowing a rediscovery of the village through village reorganization and restoration.
    The Baksagol Rural Development Business was started through a consensus among residents to utilize the highly valued brand of "Baksa District" as a means of regional development. This business highlights the leading roles and responsibilities of residents. Hardware aspects and software aspects for strengthening of regional capabilities, such as execution of policies, are comprehensive resident participation businesses for rural villages with potential for growth. The progress up to this current point in addition to network analysis of future operation plans will surely contribute to regional development through initially planned policy execution and circulatory return.
    This study has investigated on who are the authorities for policy processes for the Baksagol Rural Development Business, their relationship structure, and how the information exchange network operates. In addition, for promotion of developmental management and cooperative network, the study will discuss application of residential participation and social capital for the stabilization of civilian sectors, discuss the roles of local governments and propose strategies for policies which can create continuous growth.
    First, in chapter 2, the concept, functions, development process, and constituents of network was discussed as a theoretical background for network analysis. In chapter 3, the operation system of Baksagol centered on resident participation and the system of steps for business progress was closely investigated. In chapter 4, the network structure of major authorities of the Baksagol Rural Village Development business was analyzed. In addition, the network structure focused on operation of Baksa Hall, conversion to eco-friendly agriculture, activation of distribution, strengthening of regional capabilities, and human exchange was diagramed. Through the Baksagol Information Village and Baksa Network, the information exchange network found in only Baksagol was analyzed. The primary activities of the Baksa network and information village defines five intangible network observances and serves a major role in the nationwide personal network organization. In chapter 5, as for network management strategies, the study will propose management and attainable regulatory policies for private sectors and local government. For the activiation of the network, active and dynamic resident participation must occur. At the same time, social capital and a sense of community are important factors in order to be share cooperative and responsible authorities. In addition, the local government must provide structured management strategies by playing regulatory roles as a medium between network authorities.
    The network for the Baksagol Rural Development business must develop into a bi-directional network with great flexibility and expandibility. At the same time, the creation of synergy must be maximized through increased resident interest and participation. Just like the saying, "the most regional thing is the most global thing," the activation and regulation of the network must reflect the specialties of the "Baksa District" for focused and systematic development.
    This study has various limitations. First, the researcher is a public official employed in the Baksagol Rural Development business and the Baksagol area is the researcher's hometown and current place of residence. As a result, the study was conducted in a positive light. In addition, as the formation of the network used as the case studies within this study was during the initial phases, the results of the study possess a provisional nature.
    Consequently, based on this study conducted during the initial phases of the Rural Development Business to propose network management strategies, future studies can utilize this study to add positive functions to successful model creation. At the same time, future studies will be able to add additional observations to this current case.
