This study aims at showing useful directions when improving the urban landscape management system, and verifying the problems of the urban landscape management that have ever been raised, by examining how the designation of landscape zones has effects on the recognition of landscape and the building development in Jinju.
To examine the changes of building development patterns, Jinju‘s building permit ledger, which have the data of new buildings since the urban landscape management system was introduced, was analyzed. And a survey was conducted that asked citizens, officials and architects to answer questions on the general recognition of landscape and assessment of the urban landscape management system in Jinju. The questionnaire was drawn up the same way the questionnaire were made, that were distributed in 1997 when Jinju Visual Landscape Plan was established to make comparative analysis possible, and questions for the assessment of matters after the designation of landscape management districts were supplemented.
According to the analysis, there were significant changes in the building development patterns by restrictions on each landscape management district, and the number of building stories turned out to have positive(+) relations with deregulation.
The survey on the general recognition of landscape found that the present landscape was prefered rather than 1997. As regards the necessity of building-height regulations, it was turned out that the surroundings of the Jinju Fortress, the riverside of the Nam river and hill areas should be regulated.
In analysis of respondents, there were significant differences on most questions between architects and the others. The dualism was also turned out, considering that most respondents felt need to manage the landscape, but at the same time, they had the preference for multistoried buildings.
As the results of regression analysis of the building image assessment, following regression equation was deduced.
x7(Preference) = 0.328 + 0.621x6(Harmony) + 0.141x5(Continuity) + 0.108x4(Open View) + 0.041x1(Height)+ 0.020x2(Length) + 0.013x3(Volume)
That equation indicated that building images were more highly influenced by the Harmony of surroundings, Continuity and Open Space than the direct factors such as Height, Length and Volume.
