정책평가란 국가에서 실시한 정책의 성패여부를 측정하거나, 더 나아가 결과의 원인이 무엇인가를 규명하는 것이라면 정책평가제도는 정부가 정책평가를 통하여 달성하고자 하는 목적을 구체적인 규정이나 법으로 체계화 시킨 것이라고 할 수 있다.
우리나라에서는 정책평가제도의 기원을 5.16이후 군정에서 도입한 기본운영계획의 심사분석에 두고 있다. 정책평가제도의 시작 이후 정권이 바뀔 때마다 많은 변화를 겪어왔는데, 박정희 정부의 심사분석에서부터, 전두환 정부의 심사평가, 노태우 정부에서 도입한 정책평가, 김대중 정부의 기관평가, 노무현 정부의 통합평가까지의 변화이다. 하지만, 지속된 변화에도 불구하고 유사한 문제점들이 지속적으로 발생하여왔다. 공통적인 문제점으로는 평가인력의 확충과 전문성 개선의 미흡, 효과성에 대한 평가를 계획하고 있지만 실제로는 진도파악에 머무는 점, 평가과제선정의 비합리성, 평가활용의 미흡, 정치적 지지 결여 및 부처의 공무원들의 비협조 등 이다.
많은 선행연구는 위의 문제를 해결하기 위하여 평가제도 내부의 문제에 초점을 맞추어 평가의 방법론이라든가, 평가설계의 부적절성에 대한 해결책 제시, 평가활용의 문제점을 지적하고 그 해결책을 제시하는 것에 치우쳐져 있었고, 많은 해결책이 제시되었지만, 문제점은 지속적으로 발생하였다. 따라서 본 연구에서는 보다 근본적인 문제로 정책펑가제도의 내부의 문제보다는 외부의 제도적 제약 요인에 대하여 그 초점을 맞추었다.
그리고 다음과 같은 질문에 답을 제시하기 위하여 연구를 수행하였다.
첫째, 정책평가제도가 지속적으로 변하게 하는 원인은 무엇인가?
둘째, 정책평가제도가 지속적으로 변화함에도 불구하고 그 변화를 제약하는 제도적 맥락은 무엇이며, 어떠한 특징을 가지고 있는가?
셋째, 그렇다면 정책평가제도에서 행위자의 역할은 어떠한가? 그들이 가지고 있는 아이디어가 어떻게 제도변화에 영향을 주는가?
넷째, 정책평가제도 변화에 있어서 제도적 맥락이 어떤 영향을 주고 있는가?
본 연구에서는 위의 근본적인 문제점들을 파악하기 위하여 신제도주의적 관점을 적용하였다. 신제도주의는 세 가지 분파로 분류된다. 역사적 신제도주의, 합리적 신제도주의, 사회학적 신제도주의가 그것인데, 이들 각 분파는 최근 자신들의 약점을 보완하기 위하여 서로의 주장을 받아들이는 수렴 현상을 나타내고 있다. 이러한 현상은 본 연구에서 제시하는 통합적 접근을 가능하게 하고 있다. 수렴현상에서 가장 중요한 것은 제도의 제약성의 인정과 더불어 행위자(개인)의 전략적 선택이 제도에 영향을 미치는 다는 것에 대한 인정이다. 즉, 제도와 행위자를 같이 고려하여야 한다는 것이다.
분석의 결과 정책평가제도의 변화에 영향을 미치는 제도적 맥락은 다음과 같이 파악되었다.
자체평가제도의 제도적 맥락을 종합하면 다음과 같다. 첫째, 정책평가제도가 행정개혁에 대하여 부가적인 성격을 갖는다는 것이다. 정책평가제도의 목적을 고려한 정책평가제도의 합리적 개편보다는 행정개혁과 이에 따른 조직개편에 따라서 부가적으로 평가제도의 변화가 이루어졌다. 권위주의 시기와 과도기에는 정책평가제도의 변화가 주로 담당부서를 어디로 변경할 것인가에 초점이 있었다. 그 예를 들면 전두환 정부는 국무총리 기획조정실에서 담당하던 업무를 경제기획원으로 이관하였으며, 노태우 정부는 이와 더불어 국무총리 행정조정실에 정책평가업무를 신설하였고, 김영삼 정부는 문민정부라는 타이틀에 걸맞는 행정개혁을 위하여 막대한 권한을 소유했던 경제기획원을 약화시키고자 심사분석과 정책평가업무를 면밀한 고려없이 국무총리 행정조정실에 이관하였다. 김대중 정부도 자민련과의 업무를 분담하는 과정에서 대통령의 권한 강화라는 비판에 직면하여, 기획예산처를 대통령 직속으로 하였다. 하지만 별다른 영향력이 없는 정책평가제도는 자민련이 분담하던 국무총리실에 그대로 남겨두었다고 볼 수 있다.
둘째, 권위적 대통령의 통제지향적 평가사고이다. 권력구조에서 주목할 것은 권위주의적 대통령의 리더십이 지속되었고, 따라서 관료들에 대한 시각을 개혁의 대상으로 바라보게 되며, 정책평가제도를 통제 지향적으로 사용하려는 평가 사고를 가지게 된다. 이러한 대통령의 통제 지향적 평가사고는 정책평가제도가 자체평가제도로 설계되었지만 외부평가제도의 형식으로 운영되게 하는 결과를 낳았다. 특히, 전두환 정부는 이전 정부에서 발생한 인플레이션 등 경제적 문제를 해결하기 위하여 경제기획원을 강화시킬 필요가 있었고, 물가안정을 기조로 한 정책의 운용은 정책평가제도를 경제기획원이 담당하는 것이 보다 낫다고 할 수 있었다. 노태우 정부는 정책평가제도를 국무총리의 내각통할권이라는 관점에서 접근하였다. 민주화 시기인 김대중 정부 역시도 정책평가제도는 국정의 한 축인 자민련 김종필 총리에 대한 권한 분담차원에서 접근하였다.
셋째, 작은 정부지향의 행정이념이다. 1980년대부터 행정의 이념으로 작용하던 작은 정부의 강조는 우리나라 행정규모와 기능에 대한 고려없이 행정개혁에 적용되어 평가기능의 활성화를 위하여 꼭 필요한 평가인력확보에 악영향을 미치게 된다. 정책평가제도의 문제점을 탐구하던 많은 학자들은 줄기차게 정책평가인력의 전문성과 적절한 인력의 확보를 하여야 한다고 주장하였으나, 작은 정부를 기조로 했던 정부에서 정책평가제도를 담당한 인력은 확대되지 못하였다. 따라서 부족한 인력과 전문성의 확보를 학자들을 통하여 메우려고 하였다. 따라서 박정희 정부의 평가교수단, 노태우 정부의 평가자문위원, 김영삼 정부의 평가작업반 운용, 김대중 정부의 정부업무평가위원회와 각 부처별 자체평가위원회, 노무현 정부의 정부업무평가위원회와 정부업무평가실무위원회, 부처별 자체평가위원회와 같이 학자 중심의 전문가 그룹을 활용하였다. 이는 자체평가제도의 유형으로 설계된 정책평가제도의 이점과 외부평가의 이점 모두를 포기한 것이었다.
행위자의 전략적 선택을 종합하면, 첫째, 관료들의 소극적․문제회피적 참여였다. 관료들의 참여는 두 가지로 살펴볼 수 있는데, 평가제도 변화 시 제도개혁에 참여하는 것과 평가제도의 운영에 참여하는 것이다. 먼저 우리나라 평가제도의 변화 시에 참여하여 강행규정을 임의규정으로 바꾸는 소극적인 참여를 하였으며, 이러한 참여는 국무회의록에 지속적으로 보여지나, 민주화 시기 이후 정책평가제도가 법률로 개편될 때에는 그 영향을 미치지 못하고 있었다. 다음으로 평가제도 운영에 있어서 문제를 들어내지 않으려는 문제회피적 참여를 하게 하여 평가의 활용에 악영향을 미치게 된다. 이는 현재까지도 지속적으로 영향을 미치고 있으며, 평가제도가 그 목적을 달성하지 못하는 가장 큰 문제로 작용한다.
둘째, 학자들의 관리지향적 평가 아이디어이다. 학자들 역시도 평가제도의 변화 참여하였으며, 평가제도의 운영에 참여하였다. 먼저 학자들의 참여는 초기에는 평가제도의 변화에 간접적인 영향을 끼쳤다. 왜냐하면, 정책평가제도의 개혁은 정권초기 최고의사결정권자의 관심사항이 아니었고 학자들의 참여는 행정개혁에 집중되었다. 하지만 이에 따른 조직개편은 평가기능의 이관 등의 영향을 미쳤다. 민주화 시기 이후 정책평가위원회의 구성은 정책평가제도의 변화에 결정적인 영향을 미쳤는데, 김대중 정부에서 제1기 정책평가위원회는 정책평가제도를 법률화 할 것을 제안하였고, 기관평가를 기반으로 하는 정책평가기본법이 입안되었다. 다음으로 정책평가제도 초기부터 정책평가제도의 운영에 학자들이 관여하고 있었다. 제도적 제약요인으로 제시된 작은정부 지향의 행정이념은 평가제도 운영인력의 확충 및 전문성의 확보를 어렵게 하였고, 이는 외부전문가인 학자들에게 의존하는 계기가 되었다. 학자들은 정책평가제도 운영에 참여하면서, 정책평가제도 개편을 위한 아이디어 구축하게 되었으며, 이는 이후 정책평가제도 개편에 많은 영향을 주었다고 볼 수 있다.
위와 같은 제도적 맥락은 정책평가제도 변화에 경로의존성을 발생시키게 되었는데, 첫째 법·규정의 경로의존성으로 평가제도가 법으로 제정되는 김대중 정부에 까지도 평가활용을 강행규정으로 제정하지 못하도록 하였다. 둘째, 평가인력의 확충 및 전문성 확보를 어렵게 하였다. 셋째, 평가 유형을 고착화 시켰는데, 제도는 자체평가로 설계되었으나, 실제로는 외부평가로 운영되게 하였다. 넷째, 평가대상선정에 최고결정자의 의지가 매우 크게 작용하게 하였다.
본 연구의 의의는 크게 두 가지가 있다. 첫째, 신제도주의 세 가지 분파의 통합적 접근을 위하여 분석의 지표를 설정할 수 있었다. 이는 신제도주의의 이론적 적용 영역의 확대를 의미한다.
둘째, 그간 정책평가제도의 연구가 정책평가제도의 근원적인 문제에 접근하지 못하고 있음을 파악할 수 있었으며, 정책평가제도의 근본적인 원인을 파악하여 그 해결의 실마리를 찾을 수 있도록 하였다. 따라서 본 연구의 결과를 시작으로 정책평가제도의 문제들을 보다 심도 있게 파악하고, 그 해결 방안을 연구하도록 하는 이후의 연구방향을 설정하는 것이 바람직하다. 첫 번째, 정책평가제도 뿐만 아니라 여타의 다른 정책들의 구성에서도 제도적 맥락을 주목할 수 있도록 한다. 정책평가제도의 변화를 위하여서는 본 연구에 지적된 사항들을 장기적 관점으로 개선하는 작업이 필수적이다. 이를 위해서는 대통령이 통제지향적 평가사고에서 벗어나는 것이 우선적이라고 할 수 있다. 또한, 관료들의 행정개혁의 대상으로 취급하는 데에서 벗어나 행정개혁의 파트너로 대우하여야 한다는 것을 제시한다. 이러한 것들이 우선적으로 변화를 할 때 정책평가제도가 그 목적에 맞게 운영될 수 있다는 것을 파악할 수 있다.
두 번째, 기존의 연구들이 평가제도 효과적 재편에 초점을 두어, 평가제도를 둘러싸고 있는 제도적 맥락을 파악하지 못하고 있었다는 것을 지적하여 앞으로의 연구에는 이러한 맥락들의 개선에 초점을 두어야 한다는 것을 말해준다. 차후의 연구에서 제기된 제도적 맥락의 개선을 단계적으로 개선시키는 연구를 수행할 수 있도록 하여야 할 것이다.

The goal of public program evaluation as an institutional system is to institutionalize an array of purposes and objects that government seeks to achieve into laws and regulations, while public program evaluation as an activity is aimed at examining and analyzing how successive government policy programs were and identifying what the cause of the results was.
It is customary to trace the origin of a program evaluation system in the Korea government to Review and Analysis of Operation of Primary Program introduced by the Park Jung-Hee Administration.
Every time a change of regime took place, each Administration attempted to bring various changes to its policy evaluation system, which led to the creation of Monitoring Evaluation in the Jun Doo-Hwan Administration, Policy Evaluation in the Noh Tae-Woo Administration, Agency Evaluation in the Kim Dae-Joong Administration, and IPSES( Integrated Public Service Evaluation System) in the Roh Moo-Hyun Administration.
Despite such continuous efforts in each Administration, however, similar problems have continued to persist, among which are lack of professional personnel equipped with expertise, practical limitations in evaluating the effectiveness of public policy, procedural improperness in selecting policy programs to be evaluated, deficiency of political support, and lack of cooperation of agencies and departments.
There has been a large body of research that has attempted to identify and solve the problems with policy evaluation systems, most of which has been focused mainly on micro-level issues such as evaluation methodology, improperness of evaluation design, and problems with utilization of evaluation results. Despite such efforts for improvement, however, problems have continued to occur.
Therefore, this study focused on contextual and institutional factors as more fundamental rather than on the micro-level problems of policy evaluation systems. To this end, this study attempted to solve the following questions:
First, why have there been continuous changes to policy evaluation systems?
Second, What are the factors that restrict fundamental changes in systems? And What are the characteristics of the factors?
Third, what roles do actors play in developing policy evaluation systems? And what influences do they have on the system changes?
Fourth, what impacts do institutional contexts have on the changes in policy evaluation systems?
This study developed and applied a New institutionalist perspective to identify the fundamental problems with policy evaluation systems.
New Institutionalism is commonly classified into three approaches: historical, rational, and sociological New Institutionalism. Recently each approach has partly accepted the points of view of one another to correct their own theoretical defects, which indicates that the three approaches could be integrated into one that would enable us to better understand the institutional context in which policy evaluation systems have developed.
What has been widely agreed upon among the different approaches, though, is that there is a limitation in fully achieving the ultimate goals of policy evaluation with its institutional settings alone, and actors in the systems have been strategic to influence the way the systems have been developed. Following this point of view, it is suggested that an institutional system and its actors be considered together.
The study’s findings are as follows:
First, policy evaluation systems have been introduced as part of government reform efforts.
Restructuring of policy evaluation systems has been initiated as part of government reforms and the ensuing Cabinet reorganizations rather than as an effort to correct the problems of previous systems on a rational basis.
In the authoritarian and transition period, changes have been made to policy evaluation systems focusing mainly on which office to place in charge of implementation of the systems.
For example, the Jun Doo-Hwan Administration transferred the tasks that the Prime Minister’s Office of Planning and Coordination had carried out to the Office of Economic Planning. Under the Noh Tae-Woo Administration, the role of policy evaluation was transferred to the Prime Minister’s Office of Planning and Coordination. As a first civilian government, the Kim Young-Sam Administration scaled back the Office of Economic Planning that had had an extensive control over government operations, and transferred policy review and evaluation tasks to the Prime Minister’s Office of Planning and Coordination without serious consideration.
In the process of dividing tasks with the then United Liberal Democrats, the Kim Dae-Joong Administration placed the Office of Management and Budget under the direct control of President being under the criticism that it would reinforce presidential power. But the then policy evaluation system, which held little influence, was left in the Prime Minister’s Office which was under the control of the United Liberal Democrats.
Second, during authoritarian regimes, policy evaluation systems were introduced in an attempt to control bureaucracies.
What should be noted about political structure is that under authoritarian leadership, bureacrats were viewed as the object of reform, and policy evaluation systems were used for control of bureaucracies.
During the authoritarian regimes, policy evaluation systems were originally designed as self-evaluation, but control-oriented implementation of the systems resulted in them being under external influences.
In particular, the Jun Administration needed to expand the roles of the Office of Economic Planning to deal with economic issues such as high inflation that began to occur around the close of the previous Administration, and thus it was believed to be more effective to put the Office of Economic Planning in charge of the task of policy evaluation to the effect of price stabilization.
The Noh Tae-Woo Administration approached the issue of policy evaluation in the context of Cabinet control. During the Kim Dae-Joong Administration, also, the policy evaluation system was left to be implemented by the United Liberal Democrats to the effect of sharing power with the then Prime Minister Kim Jong-Pil, who was one of the leaders of the government.
The third is administrative philosophy that pursued smaller government. As the administrative philosophy of smaller government has been applied to policy evaluation systems since the 1980s’ without consideration of administrative capacity, it had negative effects in building the capacity necessary to carry out the role of policy evaluation.
There has been continuous argument by scholars and researchers that professional personnel equipped with expertise for policy evaluation should be secured, but it was not realized under the underlying ideology of smaller government.
Instead, scholars were widely employed for professional expertise, and various expert groups that consisted mainly of scholars were formed.
Such an approach, however, resulted in the failure to make full use of the merits of both self-evaluation and external evaluation.
To sum up the findings on actors’ strategies, first, bureaucrats were found to tend to be passive and evasive in participating in their evaluation systems. Bureaucrats participate in largely two ways; one is participation in the process of restructuring evaluation systems, and the other in implementing the systems.
It was found that they kept evaluation systems from exerting control over them by downgrading the requirements regarding policy evaluation from mandatory to discretionary. Such a strategy is consistently identified in Parliment minutes, but it is shown to have diminished since a civilian government was established.
It was also found that they strategically prevented problems with implementation of evaluation systems from being brought to view affecting utilization of evaluation results. Such behavior by bureaucrats has continued up untill the present, which serves as one of the most important factors that prevents evaluation systems from achieving their goals.
Second, the study found that scholars tended to be management-oriented in restructuring evaluation systems. Scholars also participated in amending and implementing evaluation systems.
Scholars had an indirect influence in revising evaluation systems in the early period. Scholars focused their participation on administrative reform, since the issue on evaluation systems was of little concern to chief decision makers. The ensuing Cabinet reorganizations, however, affected the way the role of policy evaluation was transferred.
The Committee of policy Evaluation, which was established with the advent of a democratic government, played a critical role in bringing a change to evaluation systems. The Committee proposed institutionalization of a evaluation system into a law, and drafted policy evaluation legislation based on agency evaluation.
Scholars were involved in running evaluation systems from the beginning phase.
The administrative philosophy toward smaller government hindered expansion of professional personnel and expertise necessary for meaningful implementation of evaluation systems, and consequently resulted in relying on scholars as an external expert.
Participating in implementation of evaluation systems, scholars built up ideas and plans for reorganization of evaluation systems, which have had a large influence in actual implementation.
Such an institutional context resulted in path dependency in the way evaluation systems were restructured, which, as a result, has prevented requirements for policy evaluation from being made mandatory.
Second, it made it difficult to secure professional personnel equipped with expertise for evaluation.
Third, evaluation systems were originally designed as based on self-evaluation, but evaluation systems were run by external experts in actual implementation.
Forth, chief decision makers had a large influence on selection of policy to be evaluated.
The significance of this study is as follows: First, this study built a framework of analysis for an integrative New Institutionalist approach, which is expected to serve to expand the theoretical applicability of the New Institutionalist perspective.
Second, the study’s findings implicitly suggests that previous studies on policy evaluation systems have failed to identify fundamental problems with the systems, and are expected to make contributions to improvement in an evaluation system by providing practical solutions to the problems.
Therefore, this study suggests future research as follows:
First, it also needs to pay attention to the institutional context not only of a policy evaluation system but of other government systems.
It is crucial for improvement in evaluation systems to take a long-range perspective. For doing so, President should first break from the conventional way of implementation of evaluation systems.
Along with this, government officials should be treated as a partner for government reform rather than the object of reform. Only then policy evaluation systems would be able to achieve their goals
Second, given that previous research has payed disproportionate attention to effective reorganization of evaluation systems, future research needs to focus on improving the institutional context surrounding a system, and its results should be utilized for incremental improvements.
