그러나 이러한 우려와 관심에도 불구하고 청소년 비행의 정도가 사회의 발전에 장애요인이 될 뿐 아니라, 사회체제의 원활한 운영을 위협할만한 수준에 이르렀기 때문에 사회적인 대책과 예방을 위한 노력이 필요할 때이다.
청소년 비행 심각성의 또 한 측면은 재범의 유혹이다. 한번 저지른 비행의 굴레에서 벗어나 사회에 재적응해, 일반 청소년과 함께 사회적 가치를 구축하는 일은 매우 중요하면서 쉽지 않다는 점이다. 청소년 비행에 대한 올바른 이해와 지도가 되지 않으면, 또 다른 비행으로 이어지게 되고 결국은 성인범을 양성하게 되는 사회적 악순환의 원인이 될 수도 있다. 또한 아직 정신적으로 성숙되지 못한 청소년들의 범죄에 대한 불감증도 비행의 한 원인이 되고 있으며, 한 번의 비행으로 인해 문제아로 분류되어 주변 친구들의 거부와 선생님들의 무관심이 비행청소년들로 하여금 규범적인 사회화와 사회활동의 교육으로부터 멀어지게 하여, 결국은 학교라는 동료집단에서 일탈하게 하는 결과를 초래하고 있다.
또한 청소년 때의 비행은 자기 정체성 형성에 부정적 영향을 미치며, 그 파장은 주변의 친구들에게로 전파되는 등, 청소년 집단마다 다소간에 연관되어 있다는 우려마저 낳고 있다. 청소년 문제가 이토록 심각한 사회문제가 되고 있는 이 시점에서 그들을 어떻게 다룰 것인가 하는 것은 대단히 중요한 문제이다.
이러한 청소년 비행 및 재범을 줄이기 위한 노력으로 다양한 개입 프로그램들이 개발되었다. 기존의 청소년 비행예방 및 방지를 위한 치료프로그램으로는 대부분 인지행동치료, 정신치료로서 과거 회귀적인 접근을 통해 주로 청소년 비행의 원인을 외부적 환경의 원인, 즉 가족, 친구, 학교, 지역사회를 중심으로 근접하였다. 이러한 접근 방식을 통해 주로 친구와의 관계 개선, 가족과의 애정강화, 학교 적응, 지역사회와의 통합 방안 등을 반영한 치료프로그램을 제공하였다.
이러한 치료개입에도 불구하고 청소년 범죄가 날로 증가하고 있음은 청소년 비행의 원인에 대한 실질적 해결방안을 제공하지 못한 것으로 해석할 수 있다.
이에 본 연구에서는 통합치료프로그램으로서 게슈탈트 치료기법을 중심으로 청소년 비행의 원인에 대한 접근과 해결을 ‘청소년 내적환경’에 중심을 두고 청소년 개인의 미해결과제 즉, 비행의 원인을 스스로 뉘우침으로써 이에 대처할 수 있는 개인 스스로의 방안 모색을 통해 자기 효능감 형성과 아울러 내적 통합을 향상시키는 것에 목적이 있다.
본 연구에서 제시하고자 한 통합치료프로그램 개발의 목적을 달성하기 위해서 전국 청소년 보호시설 및 지역사회 봉사기관, 보호관찰소, 대안교육센터를 방문하여 그곳의 비행청소년을 대상으로 심층면접을 실시한 결과 다음과 같이 나타났다.
첫째, 비행특성을 분석한 결과, 대부분의 비행 유형은 절도와 폭력이었으며, 재비행의 횟수에 대해서는 1명을 제외하고 모두 재비행의 경험이 1회 이상 있는 것으로 나타났다. 또한, 비행의 동기는 대부분 비행친구와의 관계가 가장 많았으며, 다음으로 충동적인 개인성향에 의한 것으로 나타났다.
둘째, 기존치료프로그램의 효과성 분석 결과, 대부분 기존 치료프로그램을 경험하였으며, 이에 대한 참여 동기는 대부분 해당시설의 권유였고, 참여프로그램으로는 대부분 예술치료프로그램 이였다. 또한, 참여 후 자신의 비행행동이나 심리적, 정신적 변화효과에 대한 질문에 대해서는 대부분 ‘그저 그렇다’는 대답이 많았는데, 이러한 대답은 본 연구자가 문제점으로 지적한 바로 무작위식 치료프로그램의 도입으로 인한 것임을 증명해주는 결과였다.
셋째, 통합치료프로그램 시행 효과 분석 결과이다. 이에 앞서 치료의 관심분야에 대한 질문을 하였다. 이에 대한 질문에 대해서는 대부분 자신의 문제 해결이었다. 이러한 연구 결과는 본 연구자가 제시하고자 하는 통합적 치료프로그램으로서 게슈탈트 치료기법의 적용이 적합한 것임을 증명해 주는 부분으로 나타났다.
넷째, 통합치료프로그램에 대한 관찰 및 상담결과, 미해결과제 확인에서는 대부분 시행 전과 시행 후 변화를 가져왔다. 시행 전에는 대부분 정의를 뚜렷이 내리지 못하거나, 왔다 갔다 하는 식의 대답이 많았었으나, 시행 후에는 ‘자신의 비행은 바로 이것 때문이에요’라고 대답하는 학생들이 과반 수 이상 이였을 정도로 성과가 있었다.
이와 같은 결과는 본 프로그램의 목표설정에 따른 결과를 잘 뒷받침해주는 것으로서, 단계별 치료와 체계화․구체화에 따른 치료접근이 효과적임을 잘 보여주는 것이라 하겠다.
따라서 청소년비행의 근본적인 원인을 해결하기 위해서는 바로 비행의 원인이 타인의 탓이 아니라, 타인에 의한 비행이었더라도 그것은 자신의 문제로서 인식하고, 이러한 문제점을 해결하기 위해서 자신의 비행이 자신의 어떠한 문제점에서 시작되었는지를 찾는 것이 가장 효과적인 치료접근이라 할 수 있다.
이에 본 연구가 제시하고자 하는 통합적 치료프로그램은 향후 청소년비행의 예방 및 재범을 방지에 실질적인 효과를 기여할 수 있을 것이다.
