IT를 通한 海外 醫療觀光 留置의 活性化 方案

Nowadays, Singapore, Thailand, and some Asian countries including India and Middle East nations have been making their policies of over seas medical tourism aggressively in order to be an oversea medical tourism hub representing their region. Korean government also expects the overseas medical tourism is going to be huge portion of Korean tourism industry, which has grown constantly.
They have opened supported policies for the overseas medical tourism, such as making good environment for foreign patients by reforming the medical policy. To support Korean government policy, local governments, medical industries, travel industries, and other related industries have boosted themselves ardently to hold more overseas medical tourists.
Moreover, Korean oversea medical tourism is expected to have a faster progress rate than rival countries by a reason why their start is later than their competitors. The rapid development of the overseas medical tourism could make not only both more job opportunities and more added values, but also cut chronic deficit by reinforcing the fundamental competitiveness. However, to invite more overseas medical tourists, Korean government needs to mediate limits of legal permission for both medical Institutions and travel agencies.
Furthermore, upgrading internationally certificated medical facilities which is relatively weak, the deficient bridge product for the tourists and the lacking proper service by travel agents, and the weak governmental support are remaining challenges.
Although a high level medical service, an inexpensive medical expense, a safe and sanitary hospital environment, specialized sightseeing attraction in comparison to other competitors, and relatively short flight time from Southeast Asia are good advantages of South Korea as the place of the overseas medical tourism, it has been a beginning level still.
Therefore, this research paper has written for several reasons, for instance, discussing the problems of oversea medical tourism, making and proposing attractable both policies and programs for the overseas medical tourists. To activate an overseas medical tourism, the following 3 kinds of the aspect are important.
First, a simplified an entry procedure for overseas medical tourists as an institutional aspect, a financial support for them, and a promotion of foreign private hospital are necessary.
Second, for a management aspect, domestic medical institutions need to get JCI (Joint Commission International) and also continuous marketing support for the overseas medical tourism, a management of integrated support center for the overseas medical tourism are crucial as the governmental policies.
Third, creating a specialized product for luxurious tourists, operating a survey of patients’ satisfaction and supporting education system for medical steps, and helping foreign patients to use their domestic insurance claim are available as the operating aspect.
As a result, the web portal service, oversea medical tourism integrated system, educational supporting system, reorganized hospital homepage, and etc are necessary from the research to activate the overseas medical tourists by IT.
Finally, the oversea medical tourism will be activated in South Korea only if an international reputation of domestic hospitals is ensured, and Korean medical institutions do the best effort for giving a trust to the patients as a matter of fact.

국문 초록 (Abstract)

현재 싱가포르, 태국, 인도를 비롯한 아시아와 중동 국가들은 각자 지역을 대표하는 의료관광 허브를 목표로 적극적인 정책을 펼치고 있다.
우리정부 역시 지속적인 성장이 이뤄지고 있는 관광산업에서 ‘의료관광 (Medical Tourism)’ 이 차지하게 될 비중이 날로 커질 것을 예상하고, 의료법 개정을 통한 환경조성과 지원 정책을 펼치고 있다.
정부 정책에 발 맞춰 지방자치단체, 의료업계, 여행업계 등 관련 단체 및 기관도 ‘의료관광 유치’ 을 적극 추진하고 있다. 경쟁국에 비해 출발이 다소 늦은 만큼 진전 속도는 훨씬 빠를 것으로 예상된다.
의료관광산업의 급속한 발전이 되면 많은 일자리를 만들고, 부가가치를 창출할 뿐만 아니라 관광산업의 근본적인 경쟁력이 강화되어 만성적인 관광수지의 적자도 개선될 수 있다.
하지만 해외 관광객 유치를 위해서는 무엇보다도 먼저 의료기관과 여행사에 대한 환자 알선행위 법적 허용의 한계성, 상대적으로 취약한 국제인증의료시설, 관광 상품의 연계 시스템 부재, 의료관광 종사자의 서비스 마인드 부족, 정부의 지원 부족 등의 당면한 문제점이 개선되어야만 한다.
한국은 높은 의료서비스 수준, 저렴한 의료비, 안전하고 위생적인 병원 환경, 경쟁국과 차별화된 관광 매력 등을 갖추고 있을 뿐만 아니라 동남아 국가들과 비교해 한국까지의 비행시간이 상대적으로 짧아 의료관광 목적지로서의 비교우위를 가지고 있지만 아직은 초보적인 수준이다.
따라서 본 연구는 국내 의료관광의 문제점을 논하고 해외 의료관광객 유치를 위해선 어떠한 정책과 방안이 수립되어 시행되어야 하며, 개선을 어떻게 해야 하는지에 관한 활성화 방안을 제안하기 위해서 작성된 것이다.
해외 의료관광 활성화를 위해서는 다음과 같이 3가지의 개선 사항을 정리할 수 있다.
첫째, 법과 제도적 측면에서는 외국인을 위한 입국절차 간소화, 해외 환자를 위한 의료금융서비스, 외국인 전용병원 추진지원 등 개선이 필요하다.
둘째, 관리측면에서는 국내 의료기관의 국제인증(JCI) 획득, 지속적인 의료관광 마케팅 지원 및 전국 의료관광통합지원센터 운영 등의 정부의 정책적 지원이 있다.
셋째, 운영적 측면에서는 차별화된 고품격 관광상품 개발, 의료 종사자의 Pool운용 및 교육지원, 해외환자의 자국보험 청구지원 등이 있다.
따라서 본 연구의 목적인 IT를 통한 해외 의료관광객 유치의 활성화를 위한 개선방안을 살펴보면 의료관광 웹 포탈, 의료관광 통합운영지원시스템, 교육지원시스템, 각 유치병원의 홈페이지 개편 등이 필요하다고 조사되었다.
끝으로 국내 의료기관의 국제적 신뢰도 확보와 고품격 서비스 자세로 고객에 해당하는 환자의 신뢰를 줄 수 있도록 최선의 노력을 해야만 실제로 ‘의료관광’ 의 활성화를 이룰 수 있을 것이다.
