The budget system of citizen participation means the budget participation system which means that the residents directly participate in the process of the compilation of a budget and they decide the budget by themselves in accordance with their preference and priority in order to realize on ideal of local government.
The citizen participate in the process of the compilation of a budget, and they estimate the necessity and validity of the business, estimated effect and the budget should be distributed most efficiently for the citizen therefore the budget system of participation is in the interest of elevating the quality of residents life.
Especially the budget system of citizen participation aims to raise the transparency of fiscal management and to embody the ideal of fiscal democracy. The budget system of citizen participation in korea starts from as a part of the budget participation movement by the group of civic movement.
After resurrecting the local-government in 1991, the civic participation was discussed in earnest, civic movement began in the area of budget surveillance after starting the local-government ,as the process of the budget compilation and execution was under way exclusively and monopolistically by the Administration ,it was unattainable circumstance for the citizen to approach and participate in .
as the result , while the criticism and issue presentation arose from generosity and profusive budget execution, the budget system of residents participation became areas of influencial interest in the civic society movement.
The budget system of citizen participation starting from the civic movement group ever since 2002 local election changed into developing aspect that means corporation and assistance with the budget participation movement of the civic society movement ever since, the local government accepted this system as the policy after 2002 local elections.
With this as the local decentralization of power policy of the participatory government became the influence and background of the introduction of the budget system of citizen participation, in 2003 Gwang ju city BukGu has introduced the budget system of citizen participation. and it began to be institutionalized in the crain of the revision of the local finance in 2005, an ordinance enactment of the local government. the core of the budget system of residents participation is regarded as participation of residents.
The way the residents participate in the process of the compilation of a budget are with committee, internet survey, a public hearing a gathering for familiar talk.
The positive participation of residents premises to vitalize the budget system of citizen participation . Next it is thought that the core of the budget system of citizen participation lies in the security of effectiveness.
If this system comes to an end as a formal democratic process, and the passive vial of the local govern initiative, it is not enough to make the most use of this system , and it is within the bounds of possibility to change this system into symbolic fabrication or into the means of political strategy by the local government head.
The main study researched on the citizen participation organization and on the examples of operating system of Gwang ju city Bukgu and Ulsan metropolitan Donggu among budget system citizen participation operated by the local government in korea ,and analyzes the result of participation organization operating system, and this main-study presented
An plan that revitalize this system for participation to build the foundation of operating system to the local government that want to introduce the budget system of residents participation.
The infrastructure plan for revitalization of the budget system of citizen participation presents a concrete plan about citizen participation organization, operating system construction, the sphere of participation and the enlargement oof authority, the reform of fiscal system, release of confidential information at the leves of citizen's eyes.
The infrastructure of the participation organization needs to broaden the width of citizen participation and at the same time, needs to insure the expertise through the education and the accumulation of experience, and the participating residents, civil group experts. the trinity network of administrative structure and complement of citizen participation organization a sort of on-line forum must broaden the width and the depth.
The infrastructure of the operating system is important for the revitalization of the budget system of citizen participation and successful operation.
it is desirable for the infrastructure of operating system to be applied to the circumstance and trait of the local government ,but the operating system in the positive government- civilian cooperation, the enlargement of the power for the participating citizen to make final decision on the compilation of a budget, the operating system that needs to extend the participation of a committee that are related to the fiscal process like the mid- term local finance plan committee of local government are necessary, it is necessary for the operating system to intensify the ability of the participatory body.
The sphere of the participation and the enlargement of authority are important for the budget system of citizen participation not to fall from the political strategy by a local government head. so opening system is in need for the citizen to participation in the process of a budget with the practical power.
For this the sphere of the participation and the power, in other words, delegation of power to decide on the business which is related to the fixed percentage of budget in the whole compilation of a budget, the participation of the local governments in the business plan step, must extend.
The disclosure of the financial information is a important factor for the budget system of the citizen participation to be runned successfully.
The local government should open the information to the public at their eye- level for the residents to know it easy. So at the base on the information, the citizen should participation in the complication of a budget.
For this, there needs to deliberate on the quantity and quality of information disclosure through the information disclosure inspection committee that are composed of residents, civil group, experts.
The budget system of citizen participation can not succeed only with the justifiability or theoretical meaning that the enforcement of system has.
The success of the budget system of citizen participation depends how well you manage it. even though the ideal and the aim of the system are good, if the operating body and the operating system is not built well, it will find difficulty in succeeding.
If it is not the infrastructure that can magnify, the citizen participation and the operating system in which the citizen can use the authority, the participatory citizen will degenerate in to the object, in the long run, the budget system of the citizen participation will not succeed.
