Based on statistics there are 2,247,000 gifted people in Korea and that makes about 4.6% of the total population in 2008. The increasing number of disabled people and the changing paradigm about social welfare is making a new trend towards reinforcement of disabled people's ability based on the community affected by Deinstitutionalization and Normalization. Therefore, this thesis attempts to find the most efficient way to improve case management that is one very effective method to control the problem and gap between the environment and the client's need in the disabled people community center. The turbulent and rapid change in the social welfare area these days requires many things such as accountability, effectiveness, efficiency and so on. Community welfare center used to market origination and unlimited competition in terms of demand and supply providing various services from different agencies. Widening public services and diversification of client's needs in the turbulent environment appears to be the most important key in solving the problem with the management of gifted people. For the purpose of the practice of effective case management at the community centers, first of all, agencies need to collect information about important organizations whether public or private sector in community and network with them. However, case management in community centers has a lot of issues to improve. Therefore, this thesis will try to find solutions to various problems and they are as follows:
Firstly, case manager in community centers for disabled people recognize that case management is one very important affair, but the whole responsibility is too high in ratio for the case management team. There are too many disabled people for very few case managers to handle so they have to do so much. This causes less concentration which poses a threat as well as ineffective problem solution on side of the disabled people.
Secondly, most community centers for the disabled are multi-functional facilities for the all kinds of disabilities rather than a simple agency that provides professional services for a single type of disability such as blindness, deaf and others.
Thirdly, agencies owned by the case management team generally use the three sort of integrated system for the case management. Because a sort of system like rehabilitation and in home (in house) care service are less effective for the disabled person's needs.
Fourthly, contents of the guide book for the case management lacks knowledge delivery, especially monitoring and roles of a case manager. In addition, most case managers have been working at the community center less 2years. It may cause the some risk during the problem solution process.
Fifth, budget for case management in community centers for disabled people is quiet different in each agency. However, to make an effective case management, a subsidy should be provided for collecting the basic information of community organization.
Sixthly, to correspond with client for monitoring and assessment result, the agency used various way such as telephone, documentary, letter, news paper and so on. Among these, the telephone is the most popular way to correspond with client. However, it causes misunderstanding or communication problems with the clients. One very important factor in case management is confidence between the case manager and client based on the contact.
Seventhly, most agencies have a good recognition of telephone number (contact number) of important agencies in the community. However, some agencies don't have information about the main agency that can provide services even though it is important.
Eighth, case managers have excessive client to treat themselves. Therefore there's a need to arrange and have a much proportionate ratio of case manager per client to effectively solve the problems.
