A study on the determinants of public officials' union commitment and the influence on union participation and organizational citizenship behavior
Since the Act on Establishment, Operation, etc., of public officials' trade unions was enforced on the 28th of January, 2006, labor relations in the public sector has formally been concluded.
There must be an attention of researchers and the related studies in that labor relations of the public sector exerts a strong influence on national life overall compared to the private sector.
This research had conducted with organizational psychological approach to identify determination factors on commitment to trade unions and its influence on trade union participation and organizational citizenship behavior in the field of public labor relations which is in its initial stages.
Based on the previous studies concerning commitment to trade unions, participation and organizational citizenship behavior, 13 hypotheses were proposed, and 405 questionnaires which were completed by public official trainees of Labor Administration Training Institute, also members of trade unions, were analyzed. The results of this research were as follows.
1) Amicable social behaviors of the chief officer to labor unions had a significantly negative effect on public officials' commitment to trade unions.
2) The level of participation in decision making, union members' attitude to labor union and the leadership of union leader had a significant positive effect on commitment to trade unions. Among the determination factors above, the leadership of union leader made the strongest influence on it.
3) It was also found that satisfaction level to unions, atmosphere in labor relations and acceptance for policy reform had no effect on commitment to trade unions.
4) As outcome variables of commitment to trade unions, a significant positive influence existed between participation in labor unions and organizational citizenship behaviors.
This research revealed the following implications. First, in order to establish a productive labor relations, it is necessary for union leaders and chief officials to display a democratic leadership. Second, labor unions should develop the competencies of leadership and policy making. Last, there should be a cooperation through mutual trust and respect between labor-management so that public society can provide a higher level of administrative service to the nation.
