노인인구의 증가와 함께 급증하는 노인의료 및 장기요양비용은 국가 경제에 많은 부담 요인이 되고 있다. 따라서 노인들의 장기요양시설로의 입주를 가능한 지연시키고, 지역사회에서 노인들을 돌볼 수 있는 방법을 모색하여 비용을 절감하고 효과적으로 서비스를 제공하는 방법에 대해 많은 연구를 하고 있다.
국내 노인인구는 전 세계에서 가장 빠른 속도로 증가하고 있어, 90년대 중반부터 노인복지시설의 건립이 증가하고 있지만, 수요에 비해 항상 부족한 상태이다. 국내의 사회 인구학적 배경과 비슷하고, 노인·아동 인구 증가비율의 역전현상을 경험하여 이미 초 고령화 사회에 진입한 일본은 시설건립에 따르는 한계를 노인복지시설과 지역시설들을 복합하여 시설 건립 및 운영에 따르는 어려운 문제를 해결하여 왔다. 또한 중학교 단위로 데이케어센터 1개소 설치하기로 한 골드플랜의 목표가 수립되고 저 출산으로 인해 발생한 여유교실을 데이케어센터 등으로 전용하는 것을 제도화 하여 적극적으로 지원하고 있으며 학교를 새로 신축·합축 하여 개발하는 경우, 지역시설 공동체를 결성하여 지역시설과 대규모 노인주거, 복지시설을 함께 복합하고 있다.
그러므로 본 연구는 아직 국내에서는 부재하지만, 노인복지시설과 공립 초·중학교의 복합화를 추진하여 지역사회의 세대 교류 거점으로 활용하고 있는 일본의 사례 분석에 초점을 두고자 한다. 이를 통해 초등학교와 노인복지시설의 복합 시 시설의 공간 특성을 살펴보고, 노인·아동의 교류를 촉진하는 데 유효한 교류프로그램과 관련 교류공간의 특성을 기초로 복합 시설 계획 시 적용가능 한 공간구성체계를 밝혀, 향후 국내 노인복합시설의 건립방향을 설정하는 데, 활용 가능한 기초자료 구축에 그 목적이 있다.
본 연구의 대상은 노인세대와의 신체적, 심리적, 사회적 특징과 행태적 특성의 유사성을 고려해 상호교류활동이 가장 활발하게 일어날 수 있는 초등학생과 개호 및 개호예방을 위한 노인복지시설을 이용하는 자립형 노인으로 한정한다.
연구의 방법은 첫째, 국내외 문헌의 이론적 고찰을 통해, 노인복지시설과 복합화, 세대간 교류프로그램에 관해 알아보고, 한국과 일본의 고령화동향과 사회적 변화, 주요 노인복지정책의 변화 등을 비교하고 지역사회에서 노인복지시설의 정의, 노인복지시설의 종류, 노인복지시설의 복합화 개념과 분류, 그 실례를 파악한다. 또한 노인·아동 세대간 교류의 장으로서 교류프로그램과 복합시설의 공간적 특징과 노인복지시설과 초등학교의 복합화에 대한 개념과 필요성을 제시한다.
둘째, 기존 문헌조사와 사례대상관의 공간 구성을 조사하여, 노인복지시설과 학교의 공간 분석기준을 제시하여 복합 시 공간특성을 제시한다.
최종적으로 노인복지시설과 초등학교의 복합 건축계획 시 적용할 수 있는 공간구성체계 모델을 제시한다. 일본 노인복지시설과 초등학교의 복합된 사례를 중심으로 설문, 인터뷰 조사를 통해 세대간 교류의 발전 방향에 대해 고찰하고, 교류프로그램의 유효성에 따른 특성을 바탕으로 교류프로그램 유형을 4가지로 분류하고, 이를 바탕으로 교류를 촉진하는 학교-노인복합시설의 공간구성체계를 모식도로 제시한다.
본 연구의 결론은 다음과 같다.
첫째, 노인복지시설과 초등학교의 복합은 지역사회에 있어 보호대상인 65세 이상을 대상으로 하는 노인복지시설과 14세 미만을 대상으로 하는 아동시설의 복합화의 이상적 대안으로 볼 수 있으며, 그 필요성을 지역사회의 지속적인 복지거점으로서의 역할, 복지정책의 실현과 경제적 효율성, 세대간 교류와 평생교육의 실현의 관점에서 주목하였다.
둘째, 사례를 통해 조사된 교류프로그램을 5개의 유효성항목(상호성, 학습성, 흥미성, 주체성, 빈도수)을 기준으로 유효성 평가에 따른 교류프로그램 유형 군을 4가지로 1군: 상호·유도 교류, 2군: 일방·유도 교류, 3군: 상호·자주 교류, 4군: 일방·자주 교류로 명명하였다.
셋째, 교류 유효성이 가장 높게 나타난 세대간 교류유형은 상호성과 주체성이 높게 나타난 상호·자주 교류이다. 노인과 아동의 교류가 주체적 상호관계에서 이루어 질 때 연속적, 자주적, 상호공생의 목표를 이룰 수 있다. 교류를 인위적으로 유지시키고 참여시키기 위해서는 많은 사회적 지원 비용이 들어간다. 교류의 유효성평가를 통해 밝혀진 결과는 이러한 사회적 배경이 아니더라도, 교류 목적에 부합한 교류형태는 상호·자주 교류이며 현재, 가장 활성화 되어 있는 상호·유도 교류형태는 상호·자주 교류로 발전하여 생활 속에 연속되어 지속 될 수 있다.
넷째, 상호·자주 교류가 활성화되는 사회적·물리적 상황을 만들어야 한다.
이는 지속적인 교류가 중요하다는 의미이며, 이를 위해서 현재 학교 주도의 교류프로그램 진행이 아닌 상호 협의를 통해 운영체계의 공동영역을 확보하여, 각 시설의 순기능에 부합하는 커리큐럼과 교류프로그램을 개발, 접근하여야 한다. 이때 시설이 목적인 교육과 복지사이에서 관리자의 체계적 교육도 중요하다.
다섯째, 교류를 촉진시키기 위한 물리적 공간구성체계를 교류의 입장에서 전용공간(학교)-교류공간(학교)-공용공간-교류공간(노인복지시설)-전용공간(노인복지시설)의 위계로 구성하여 제안한다.
이를 위해, 교류프로그램과 같은 소프트웨어(Software)와 시설에 관련된 공간구성체계와 같은 하드웨어(Hardware) - 공간 배치와 효율적인 공간계획 - 가 동시에 고려되어야 한다. 공용공간을 실내와 실외에 걸쳐 운동장을 중심으로 한 놀이터, 정원, 중정의 발코니, 데크, 배회정원, 벤치, 파골라, 비오톱 등의 장치를 배치하고, 지역 개방 존으로 활용 가능한 체육관, 강당, 수영장, 다목적실 등 과 두 시설의 교류를 목적으로 하는 BOP 룸 등을 배치한다. 이는 상호·자주 교류를 적극적으로 수용하면서 일방·유도, 일방·자주 교류의 프로그램도 수용하는 복합시설 교류장소의 중심이 된다.
여섯째, 노인복지시설과 학교의 경계영역에 존재하는 공용공간과 함께, 각 시설 간의 교류공간을 인접하여 계획하여야 한다. 노인복지시설의 공용기능공간과 학교시설의 지원영역 및 필요시설이 각 시설의 교류공간에 포함되며, 프로그램 상 밀접한 관계를 가지기 때문에, 두 시설 모두에서 접근이 용이하게 계획하여야 한다. 특히 식당이나 도서관, 오락실, 강당(다목적교실), 시청각실 등을 두 시설에서 공용으로 사용할 경우, 노인과 아동의 교류가 활발하게 일어나며 이러한 활동이 양자 모두에게 정서적인 이점이 될 수 있다. 상호·유도 교류의 프로그램을 수용하는 장소로서, 상호·자주 교류로 발전하는 학교·노인복합시설 내부의 교류의 중심이 된다.
본 연구에서 제언한 교류프로그램을 통한 교류공간의 특징과 공간구성체계는 일본의 상황을 연구해 만든 것이다. 이를 국내 상황에 적용하기 위해서는 교류프로그램의 유효성과 학교의 교육상황 등 우리나라의 특수성을 고려한 후속연구가 계속되어져야 할 것이다.

As an elderly population increases, the rapidly growing elderly medical expenses and the long-term care expenses become a big burden to the national economy. As a result, the admission date for the elderly in long-term care facilities is being delayed, and a lot of research is being conducted to explore ways to care for the elderly within a neighborhood community, to save expenses, and to effectively provide services.
South Korea is considered to have the most rapidly aging population in the world. From mid-1990's, the construction of elderly welfare facilities has increased significantly, but the facilities are still insufficient compared with the demand. In the case of Japan, which has similar socio-demographic characteristics with Korea and has experienced a reversed phenomenon--a higher increase in the elderly population than in children, elderly welfare facilities and neighborhood community facilities have been integrated to resolve the limited space of long-term care facilities for the elderly and to combat difficulties arising from the construction and the operation of the facilities. Additionally, by establishing a goal of the Gold Plan for constructing one daycare center at each elementary school, and by implementing a system which allows an exclusive use of spare classrooms, resulting from a low birthrate, for a daycare center, the Japanese government is actively involved in improving the conditions of elderly care. When constructing new schools or combining old schools, community facilities and large-scale elderly residential complexes and welfare facilities are integrated by organizing a neighborhood-servicing community.
Therefore, this study will focus on analyzing the cases of Japan, which have integrated public elementary/middle schools and the elderly welfare facilities to form neighborhood community bases where different generations can interact. In this study, the spatial characteristics of the integrated facilities of elementary schools and the elderly welfare facilities will be investigated; and based on the characteristics of the interacting space used for the inter-generational programs that are effective in promoting an interaction between children and the elderly, a spatial composition system applicable to planning such multi-functional facilities will be explored. The findings of this study will contribute to constructing basic data that can be used for establishing a direction for the future construction of elderly welfare facilities in Korea.
The subjects of this study are limited to elementary students, who actively participate in the inter-generational programs, and the elderly, who lead an independent life and use the elderly welfare facilities for disease prevention care.
The research methods used in this study are as follows:
First, through a theoretical review of both domestic and foreign literature, the integrated elderly welfare facilities and the inter-generational programs are investigated; the aging trend and social changes as well as the changes in major elderly welfare policies in Korea and Japan are compared; and the meaning of the elderly welfare facilities in local communities, the types of the elderly welfare facilities, the concepts and classifications of the integrated elderly welfare facilities, and their actual cases are investigated. Additionally, the need and the concept regarding the inter-generational programs and the spatial characteristics of the multifunctional facilities as a meeting place for children and the elderly, as well as the integration of elementary schools and the elderly welfare facilities, are discussed.
Second, by reviewing existing literature and investigating the spatial composition of subject facilities under study, an analytical standard for the space of schools and the elderly welfare facilities is suggested, and the spatial characteristics after integration are presented.
Lastly, a spatial composition system model that can be applied to planning an integrated building of an elementary school and the elderly welfare facilities is suggested. Focusing on the integrated facilities in Japan, a direction for developing an interaction between generations is explored using the research methods of surveys and interviews. Based on the characteristics of effective interaction programs, the inter-generational programs are classified into four types; and based on the classification, a spatial composition system of schools and the welfare facilities for promoting interactions are presented in a diagram.
The conclusions of this study are summarized as follows:
First, the integration of elementary schools and the elderly welfare facilities is considered to be an ideal alternative for multifunctional facilities for both the elderly residents who are over 65 years of age and children who are under 14 years of age. Such multifunctional facilities has an important role as a constant interaction base in the community, both realizing welfare policies and economic efficiency and actualizing life-time education and the interaction between generations.
Second, the inter-generational programs investigated from a case study are named as the following four types depending on the five aspects of efficiency (mutuality, learning, interest, interaction, and frequency): (1) Type 1: a mutual, inducing program, (2) Type 2: a one-way, inducing program; (3) Type 3: a mutual, voluntary program, and (4) Type 4: a one-way, voluntary program.
Third, an inter-generational program, which was found to be most effective, was a mutual, voluntary type with the highest degree of mutuality and interaction. The goal of con-existence can be realized when an interaction between the elderly and children is voluntary. Maintaining and inducing 'involuntary' interactions and participations will cost a lot to the society. According to the results obtained from the evaluation of effective interactions, an inter-generational type, which corresponds with the goal of interaction, is found to be a mutual, voluntary interaction. However, a mutual, inducing interaction type, which is most activated at the present time, will eventually develop into a mutual, voluntary interaction that can be continued and maintained in everyday life.
Fourth, a social, physical situation, which activates a mutual, voluntary interaction, should be promoted. This means that a continuous interaction is important, and that a mutual, voluntary interaction or a mutual, inducing interaction should be activated from a one-way, inducing way. For this, an joint area of the operation system should be secured through an interactive cooperation, not through school-initiated programs, and inter-generational curriculum or programs that are appropriate for each facility should be developed and approached. In addition, the systematic training for managers, who are in between education and welfare, is also needed.
Fifth, in order to promote interactions between the two generations, a physical spatial composition system should be constructed in an order of Exclusive Space (school)/ Interaction Space (school)/ Shared Space/ Interaction Space (elderly welfare facility) from a perspective of interaction.
For this, the software of inter-generational programs and the hardware of a spatial composition system (e.g. effective spatial layout and planning), which are related to facilities, should be considered simultaneously. In the case of shared space, facilities such as indoor/outdoor playgrounds, gardens, courtyards of balcony, deck, strolling garden, bench, pagora, and biotop should be placed; and gymnasium/auditorium/swimming pools/multi-purpose rooms, which can be used as an open zone for the community, as well as base-of-playing (BOP) rooms to promote an interaction between the two facilities, should be placed. Such placements will become the central interaction spots for multi-functional facilities that can promote the programs of a mutual, voluntary interaction, as well as the programs of a one-way, inducing interaction or a one-way, voluntary interaction.
Sixth, along with the shared space that exists in a boundary between schools and the elderly welfare facilities, an interaction space between the two facilities should be planned closely. The shared, functional space of the elderly welfare facility as well as the subsidiary area and the required amenities for schools should be included in the interaction space of each facility. Especially, if the two facilities share the amenities of cafeteria or library, recreation room, auditorium (multi-purpose room), and audio-visual rooms, the interaction between the elderly and children will be very active, and such activities will be emotionally advantageous to both groups. A shared space is a place for accommodating the programs of a mutual, inducing interaction between schools and the elderly welfare facilities, and it will turn into a central spot for a mutual, voluntary interaction.
The characteristics of inter-generational space and the compositional system of the space through the inter-generational programs, which are suggested in this study, have been constructed based on Japanese cases. To apply them to Korea, future research should be conducted on the effectiveness of the programs and on the educational conditions of schools by considering the characteristics specific to Korea.
