친환경농촌체험관광을 통한 지역경제활성화 방안 연구 : 양평군을 중심으로

Currently, the global community suffers from deteriorating eco-system and various natural disasters caused by the global warming. Such sufferings are neither short-term nor temporary but sustainable and wide spread, blowing a serious disaster to mankind. Meanwhile, our continued efforts to solve such problems through the positive and sustainable development scheme have not much been effective.
Now, there are signs that the natural disasters occurring in every corner of the world are occurring in Korea, making us uneasy. Such various natural disasters may well be equated with the revolt of the eco-system due to our negligence of the environment. Meanwhile, Korea has pursued reckless economic development policies, destroying her eco-system for economic growth only.
Since mid-1990, Yangpyeong-gun has endeavored to protect its environment and pursue a sustainable development through the environmental-friendly agriculture. Whether encouraged externally or internally, Yangpyeong-gun adminstration and people have joined hands to pursue the environmental-friendly agriculture continuously only to be designated as 'environmental-friendly agricultural zone.' Now, most of the Korean people is reminded of the clean air and water, namely the environmental-friendly images, when they hear about the county.
Nevertheless, Yangpyeong-gun is obliged to take advantage of such environmental-friendly agriculture as the engine of power for the green growth to upgrade the agriculture-based economy to a county-wide economic development through activation of the service or the tertiary industry. In addition, as farmers worry about their life due to opening of the agricultural markets or the conclusion of FTA, it is necessary to conduct a more in-depth research into the directions for our agriculture and farming villages.
Now, the green growth is being established as a grand historical current. Yangpyeong-gun administration tries to graft the concept of the green growth onto the environmental-friendly agriculture and the agricultural tourism.
The purpose of this study was to review the efforts made by Yangpyeong-gun for the green growth and explore the ways to develop its agricultural economy. For this purpose, the researcher attempted to find the ways to maximize the various advantages of Yangpyeong-gun and improve its people's life quality.
To this end, the researcher surveyed the village leaders and administrative officials as well as the tourists who had experienced the agricultural sight-seeing to collect the data and examine how the agricultural experience villages had been created taking advantage of the endowed natural conditions to attract the people from the capital areas.
In addition, this study examined the Japanese case similar to our conditions and the European cases where the agricultural tourism was more positively and diversely promoted to suggest the directions for the agricultural experiential tourism in Yangpyeong-gun.
Yangpyeong-gun is endowed with the environmental-friendly elements preserved well, while being located in a capital area 40~50 minutes away by car from Seoul. Many people agonizing over their foods and housing opine that they would like to live in this county. When the Central railway is expanded into a two-track line with various express roads expanded for convenient traffic, Yangpyeong-gun would be a center of the family-centered experiential tourism because its accessibility is most favorable for those living in the capital areas.
It is deemed required of Yangpyeong-gun administration and people to make further efforts to activate the agricultural experiential tourism as a national model. This study suggested some effective policy alternatives to make successful the agricultural experiential villages of Yangpyeong-gun by enhancing the environmental-friendly values of Yangpyeong-gun and awakening its people of them and thereupon, designing the agricultural tourism development strategies, and thereby, proposed the ways to activate the regional economy of Yangpyeong-gun through the agricultural experiential tourism.

국문 초록 (Abstract)

지금 세계는 지구온난화로 인한 생태계 파괴와 각종 자연재해로 큰 몸살을 앓고 있다. 단지 이런 몸살은 단기적이고, 일시적으로 끝나는 현상이 아니라 지속적이고 대규모로 벌어지는 자연재해로 인류에게 큰 재앙이 일어나고 있다. 그동안 인류는 이런 문제에 대해서 적극적이고 지속가능한 개발로 문제를 해결하기 위해서 많은 노력에도 불구하고 미흡한 부분이 너무나 많았다.
이제 세계 곳곳에서 발생하는 자연재해가 우리나라 곳곳에서도 여러 가지 징후로 나타나고 있어 많은 사람들이 불안에 떨고 있다. 각종 자연재해는 인간이 환경에 대한 소홀로 인하여 벌어지는 생태계의 반란이라 할 수 있다. 이러한 시대적 흐름 속에 그 동안 우리나라 경제 발전도 무차별적인 개발과 생태계 파괴라는 성장위주의 개발이 주도해 왔다.

하지만 양평군은 1990년 중반부터 친환경농업이라는 적극적인 환경보호와 지속가능한 개발을 위한 노력에 힘 기울여 왔다. 타의든, 자의든 법적인 규제와 양평군 행정과 군민의 혼연일체 속에 친환경농업을 지속적으로 추진하여 친환경농업특구 지정이라는 놀라운 쾌거를 만들어 내기도 하였다. 이제 대다수의 국민들은 양평이라는 지역을 떠올릴 때 깨끗한 공기와 맑은 물로 친환경적인 이미지를 상기하게 된다.
양평군은 이러한 친환경농업의 장점을 녹색성장의 원동력으로 삼아 단지 농업 생산에 한정시켜 농촌경제를 활성화시키는 초보적인 단계에서 서비스 산업, 즉 3차 산업의 활성화를 통하여 좀 더 적극적이고 폭넓은 지역경제 활성화에 도모해야 할 때이다. 또한 FTA등 농업개방으로 인한 농민들의 불안감이 커지고 있는 현실 속에서 앞으로 농업ㆍ농촌이 나아가야 할 방향에 대하여 깊이 있는 연구와 관심을 기울여야 한다.
이제 녹색성장은 거대한 시대적 흐름 속에 자리 잡고 있다. 양평군은 녹색성장의 핵심을 친환경농업과 접목한 농촌관광에 힘을 기울이고자 한다.

본 논문은 이러한 양평군이 그동안 기울여 온 노력과 앞으로 농촌경제 발전을 위한 방향 모색을 위해 양평군이 가지고 있는 여러 가지 장점들을 최대한 극대화시키고, 단점들을 보완하여 농민과 농촌이 어떻게 하면 행복한 삶의 질 향상을 올릴 것인지 마음 깊은 고민으로 작성하였다.
이 논문은 천혜의 자연 여건 속에 농촌체험마을 조성하여 수도권 주민을 끌어들이기 위한 방안에 대해여 농촌체험관광을 직접 체험한 체험객과 체험마을을 운영하고 있는 마을 리더 및 행정공무원을 대상으로 자료를 조사하여 현장 중심의 자료를 수입하였다.
또한, 우리의 농촌현실과 유사한 일본과 농촌관광을 적극적이고 다양하게 운영하고 있는 유럽의 사례들을 통하여 우리 양평군 농촌체험관광이 나아가야 할 방향에 대해서도 제시하였다.

양평군은 그동안 잘 보존되어 있는 친환경적인 요인을 바탕으로 2,000만 이상의 주민이 살고 있는 수도권을 배후에 두고 서울에서 40~50분 거리를 두었다는 지역적인 특성이 장점이라 할 수 있다. 많은 사람들은 먹을거리, 사는 문제로 많은 고민을 하는 가운데 향후, 가장 살고 싶은 지역으로 양평을 꼽는데 이견이 없을 정도이다. 앞으로 중앙선 복선전철화 및 각종 고속도로 확충이로 교통체계의 획기적인 발전이 이루어지면 양평군은 관광객들이 접근성이 뛰어나고 가족중심의 체험관광의 중심지가 될 것이다.
향후, 양평군의 농촌체험관광이 지역경제 활성화를 위한 중심이 되어 양평군의 경제뿐만 아니라 농촌경제의 모델이 되기 위해서 부단한 노력이 필요하다. 이에 양평군 농촌체험마을을 성공시키기 위한 실질적 방안 제시로 양평군의 친환경적인 가치증진과 주민의식변화 등을 바탕으로 농촌관광개발전략을 수립하여 농촌체험관광이 양평지역경제 활성화에 핵심이 되는 개발전략수립을 바탕으로 논문을 작성하였다.
