The urbanization rate of cities in Korea grew with rapidity from 39.1% in the 1960s to 90.5% in late 2007. But improperly built houses came to become scattered as the planned residential land was prepared with the gravitation of the population towards cities. It became changed into the superannuated and poor residential land with the passage of time and has contributed to urban ghettoism in the 2000s. Accordingly, government has really begun the housing redevelopment project as the project to improve the poor urban infrastructure and residential environment of the residents dwelling here. But though the housing redevelopment project may be the project to raise the residential quality of residents, the case that numerous original residents fail to resettle themselves after the completion of the project has occurred. Therefore, this study attempted to investigate the scheme to raise the resettlement rate of original residents in the housing redevelopment project more concretely.
An attempt was made to make a theoretical investigation into the housing redevelopment project through government data and other papers. And this study sought to investigate the present situation of the resettlement rate of original residents and its improvement scheme in other projects through previous studies as the problem concerning the resettlement of original residents is the problem occurring in the redevelopment project and in other projects implemented according to the ‘Urban and Residential Environment Improvement Act’. And the questionnaire research was conducted for the licensed real estate agents working in the area of Gongdeok-dong in Mapo-gu as the object of this study. An attempt was made to investigate the present situation of the resettlement rate related to original residents and its problem and the scheme to raise it in the housing redevelopment project.
An attempt was made to analyse previous studies and conduct the questionnaire research. As a result, it was found that original residents moved to the worse residential environment than the project district in which they originally resided in the process of the housing redevelopment project. And it was found that they gave up resettling themselves due to the limit of economic strength after the completion of the project. This reason includes the lack of government's financial support including the long-term low-interest loan and the project plan of the developer that did not take into consideration. Accordingly, to improve the problem and raise the resettlement rate of original residents, the stabilization policy through the circular redevelopment project is needed rather than the concurrent redevelopment project as well as the financial support of government. It was found that there is a need to provide original residents with the temporary shelter(rental house) and actualize the support for migration expenses further. And it is necessary to introduce the long-term low-interest loan system for original residents at the time of resettlement, alleviate the burden of management such as the high management costs raised than previously and the like. it is necessary that the plan of providing the house with the proper residential area should move to the success of the project with the good reflection of residents' opinions from the early stage of the project so they may bear the economic burden.
