The population research in 2005 shows us that 7,462,090 families live in the metropolitan area. The estimated family living in 2030 in the metropolitan area is 10,169,819 families, which 5,539,312 families are from the families from the 2005. Even after diffusion ratio of houses have exceeded 100% (101.2% in the year 2003), diffusion ratio of their own houses are 55.6%. In the city it is more worse showing 50.2% of diffusion ratio.(National Statistics Office, 2005.11) Like the results above not all families have their own houses. Since the ratio diffusion of houses have passed 100%, the supply of more houses is no longer the problem, the residential stability for the low-income population is the problem. Statistics show that the ratio of people who live in houses on monthly rent or yearly contract is 44.4% through out the country, and 50% in the metropolitan area. Even though difficulties happen because people don't have their own houses, there are no significant solution. The national residential rent ratio has been only 4.3% giving a small effect on this problem. The prices and rent fees of houses have risen 95.2%~56.6% between January, 2000 to October, 2007. Also consumer price have risen 22.97% which gave bad effects to this problem.
The former studies about residence can be divided into two studies, one that is about the movement of the residents and one that is about house selection. The studies about movement of residence was mostly about why people move around, and the studies about the house selection is mainly focused on where people like to move. However movement of residence and house selection is a continuous process. In other words people decide to move when they feel unsatisfied with their housing, search for possible houses, and choose one house they want. This all is a continuous process.
Shell divided movement of residence into 3 groups based on the limitation of selection in movement. Compelled movement is a movement with the most limits. It is a movement when disasters happen or social, private, governmental decisions are enforced. Demanded movement is a movement with a limitation in selection due to social process, or decision groups. These factors include movement because of job distance or school distance. Preference-based movement is a movement that happens because of family decisions or environmental change.
The former studies about residential problems were mostly about resident price, the effect of residential law, calculation of the demand of houses. Researches about residential requirements were focused on public rent houses' rent fee, requirements, social mixture of resident. However studies about people who didn't have their houses and their economic background or personal features were not present. Also studies about instinct in stability and residence were not held before.
So this study focuses on the resident movement of regions where low-income population are crowded. Through our study we found out that low-income residents tend to face more compelled movements or demanded enforcement , and is more likely to move a lot. Also their movement seems to be moving to lower level residence but they seems more satisfied in their houses than middle class. Also they have a lower dept reliability ration than the middle class. The residential policy was focused on supply of more houses.
Korea's house supply system only regulates house numbers, region and size distribution, supply price, supply target, the location size and density of the development. As a result their are not much flexibility in the supply of the houses. The government has also been helpless in this problem and has only supplied more houses when the average supply price has risen.
These policy has been initiated by the thought that if newly built house were supplied, people with high economic level will buy it and sell their old houses to people with low economic level. This effect of a stable residence tendency is called the residence leftover effect. However the price of these leftover houses are still high because of their regional features, which makes the low-income residents impossible to buy these houses. As a result the policy were not effective. The policy in housing in Korea were only busy in supplying more and more houses that it didn't exactly catch who really needed the support of the government. Earnings play a big role in house movement. For the middle class it is quite free for them to choose where to live, however the people with low income has many limitations. The residence movement of low-income residents is related with a stable job and income, and the betterment of their houses have some limitation. Even after some improvements their house prices are still low, and their housing type are not much different than before. Finding out about the selection changes and movement changes of low income people's house movements will help establish a reasonable policy. The residential policy in 21st century should be considering the requirements of the low-income residents.
