Two kinds of improvement on the management of presidential archival materials were achieved in 2007. The one was the legislating of resident records management law and the other was the opening of presidential archives. By the presidential records management law, the legal system on preservation and management of presidential archival materials and on establishment and operation of presidential archives was made in earnest for the first time in Korea.
As the archives management institute, the presidential archives has duties to preserve and manage presidential archival materials efficiently and to help people use these archival materials conveniently. In the aspect of managing presidential archival materials, the important thing is the balance between the 'preservation' and the 'utilization' of presidential archival materials. This dissertation aims to examine cases on utilization of presidential archival materials, especially in the aspect of education, and to suggest the desirable way that presidential archives should carry out in Korea.
To study this subject, I analyze American cases, because the U.S.A. is the representative country to make researches in presidential archival materials most actively, and to manage presidential library most systematically. In this dissertation, I examine educational programs of Abraham Lincoln Presidential Library & Museum, Franklin D. Roosevelt Presidential Library & Museum, Harry S. Truman Presidential Museum & Library, John F. Kennedy Presidential Library & Museum, where educational programs are very various and active among presidential libraries in the U.S.A.
By these case studies I can find out a lot of merits for presidential archives to manage educational programs. By operating educational programs, the presidential archives can be not only the institute to preserve archival materials simply, but also the institute to fullfill a function of historical museum. Educational programs leads to the enlargement and specialization of customer services. So educational programs fulfill a function to connect presidential archives with people.
But the Korean presidential archives has poor history and contents of educational programs, compared to those of the U.S.A. The kinds of educational programs are not various, and the subjects are too limited. I hope Korean presidential archives develops various educational programs immediately, and plays a role as the place of vivid experience of Korean modern history.

국문 초록 (Abstract)

2007년도는 우리나라 대통령기록물 관리에 있어서 획기적인 두 가지 성과가 있었던 해이다. 그것은 「대통령기록물관리에 관한 법률」의 제정과 ‘대통령기록관’의 개관이다. 2007년 4월에 제정된 「대통령기록물관리에 관한 법률」에 의해서 우리나라에서는 처음으로 대통령기록물을 보존ㆍ관리하고 대통령기록관을 설립ㆍ운영하는 것에 대한 법적 제도가 본격적으로 마련되었다.
대통령기록관은 대통령기록물을 효율적으로 보존ㆍ관리하고 이러한 기록물을 국민들이 활용할 수 있도록 하는 영구기록물관리기관으로서 기본기능을 수행해야 한다. 이를 보면 대통령기록물 관리에 있어서 중요한 것은 대통령기록물의 ‘보호’와 ‘이용’이라는 두 가지 측면을 균형있게 유지해야 한다는 것을 알 수 있다. 본 연구에서는 기록물의 활용 측면에서 대중들과 소통하는 것을 중심으로 특히 교육과 관련한 활동방향에 대해 사례를 조사하고 우리나라 대통령기록관의 역할에 대해 방안을 제시하고자 하였다.
이러한 연구목표를 위해서 그 분석대상을 미국으로 선정하였다. 그 이유는 미국이 세계적으로 대통령기록물에 관련된 연구가 가장 활발하게 이루어지고 있고, 대통령기록관을 가장 체계적으로 제도화하여 운영하고 있는 대표적인 국가이기 때문이다. 본 연구에서는 미국 대통령기록관 중에서도 교육 프로그램이 매우 다양하고 활발하게 교육활동이 이루어지고 있는 Abraham Lincoln Presidential Library & Museum, Franklin D. Roosevelt Presidential Library & Museum, Harry S. Truman Presidential Museum & Library, John F. Kennedy Presidential Library & Museum의 교육프로그램에 대해 알아보았다.
미국 대통령기록관 교육 프로그램 운영의 예를 살펴 본 결과 대통령기록관에서 교육 프로그램을 운영하는 것이 많은 장점이 있다는 것을 알 수 있었다. 교육 프로그램을 운영함으로써 대통령기록관이 단순한 기록물 보존 기관에서 역사박물관 기능을 수행하는 기관으로 기능이 변화하고 확대되는 것이 가능해 진다. 교육 프로그램의 활성화는 방문객 서비스가 확대되고 전문화 될 수 있는 계기가 될 수 있다. 그리하여 교육 프로그램의 활성화는 대통령기록관을 일반대중과 연결시켜주는 가장 중요한 커뮤니케이션 기능을 하는 부분이 될 것이다.
그러나 현재 우리나라 대통령기록관의 교육 프로그램은 미국 대통령기록관 교육 프로그램에 비교해 볼 때 그 역사면이나 내용면에서 매우 초라한 실정이다. 교육 프로그램의 종류가 다양하지 못하고 그 대상도 너무 한정되어 있다. 우리나라 대통령기록관이 하루 빨리 다양한 교육 프로그램을 개발하여 한국 현대사의 생생한 체험의 장으로서의 역할을 다하길 기대한다.
