Two kinds of improvement on the management of presidential archival materials were achieved in 2007. The one was the legislating of resident records management law and the other was the opening of presidential archives. By the presidential records management law, the legal system on preservation and management of presidential archival materials and on establishment and operation of presidential archives was made in earnest for the first time in Korea.
As the archives management institute, the presidential archives has duties to preserve and manage presidential archival materials efficiently and to help people use these archival materials conveniently. In the aspect of managing presidential archival materials, the important thing is the balance between the 'preservation' and the 'utilization' of presidential archival materials. This dissertation aims to examine cases on utilization of presidential archival materials, especially in the aspect of education, and to suggest the desirable way that presidential archives should carry out in Korea.
To study this subject, I analyze American cases, because the U.S.A. is the representative country to make researches in presidential archival materials most actively, and to manage presidential library most systematically. In this dissertation, I examine educational programs of Abraham Lincoln Presidential Library & Museum, Franklin D. Roosevelt Presidential Library & Museum, Harry S. Truman Presidential Museum & Library, John F. Kennedy Presidential Library & Museum, where educational programs are very various and active among presidential libraries in the U.S.A.
By these case studies I can find out a lot of merits for presidential archives to manage educational programs. By operating educational programs, the presidential archives can be not only the institute to preserve archival materials simply, but also the institute to fullfill a function of historical museum. Educational programs leads to the enlargement and specialization of customer services. So educational programs fulfill a function to connect presidential archives with people.
But the Korean presidential archives has poor history and contents of educational programs, compared to those of the U.S.A. The kinds of educational programs are not various, and the subjects are too limited. I hope Korean presidential archives develops various educational programs immediately, and plays a role as the place of vivid experience of Korean modern history.
