The number of unsold housing of the nationwide has reached a record since its figures were counted, being over 160,000 families. Especially unsold housing in the metropolitan area that is being left instead of working out proper measure is close in upon 23,000 families.
So far, the government has constantly put forth a great many measures but those were only partial policies or temporary ones. The measures were not fundamental policy making at all. I think that the major cause of the failure of government is because the government did not bring about a down-to-earth approach.
In my opinion, there have always been the problems of unsold housing in market, to some degree, however, unsold house has a negative influence on the housing security of people as well as the country's economy due to its exceed or its long period after completion.
I believe that among these failures are three major causes. First, supply is the most important issue, in other words, tons of builders have poured out housing sales since the government announced the effectiveness of the price ceiling for sale in before its enforcement. Probably it would be more accurate to say that this resulted in current over supply. Also, in order to secure decreased profitability level from the price ceiling for sale in, construction companies have put forth midsize and large centered apartments rather than small-and medium-size ones. This is why unsold house had to occur, to put it another way, builders didn't see into the needs of actual demand in market.
Second, both the enforcement of price ceiling for sale in and the oversupply of apartments encouraged demanders to reduce their consumption ; demanders expect current drop in real estate prices to go down more than now. Besides, the factor of demander's taking prudence from the stronger lock-up period of the exclusive purchase right for housing is now contributing to the decline of housing demand in market.
Third, to prevent the owners of multiple houses and the speculative power, there are some tax policies through the heaviest-ever tax such as the comprehensive real estate taxes, property tax, and capital gains. However, these tax policies resulted in leveling off not only the certain force but also the market of actual demand. Therefore, it is advised that the government must stimulate current market through deregulation of appropriate level.
The demand of housing in the Seoul area has been stagnant substantially toward expensive, large homes ; the impact of the comprehensive real estate taxes, the strong regulations about mortgage rate and home equity loan. Both add points for subscription and the price ceiling for sale in made people take great care in using their housing bank accounts. As a result of this, the inclining towards certain areas is rising and the sale of large homes that go beyond 135㎡ is decreasing, whereas medium and small sized homes that are in and out 85㎡ are not in big reason after new completion.
Accordingly, this study surveyed the cause and the problems of unsold housing, suggesting the solution using a method of limitation on how to resolve them through the deregulation and the maintenance of related systems as an alternative.
I believe that the application of the method of limitation could bring about the expansion of house owners in middle and low class, the stimulation of housing upward mobility, and the easing of the burden of funds for the construction sector. What I want to stress is that the aim of housing is that the underprivileged must get the chance for housing which they want to live within their incomes, not to mention rental housing.
To sum up, I can say that three major policies must be reformed soon or later ; the maintenance of related systems for expansion of sales in, the leading to the upward mobility through more deregulation measure for expensive housing, the reform of subscription systems in new sales market.
For the above-mentioned reasons, I believe that we can absolutely see some light in unsold housing without a ripple effect in market if the government takes flexibility at housing demand in market. I expect to boom in our construction industry in the future as well.
