국제 레지던스 프로그램의 국내 정착을 위한 연구 : '인천 아트 플랫폼'을 중심으로 = (A) Study on Establishment of international Artist-in-Residence in Korea : focusing on 'Incheon Art Platform'

국문 초록 (Abstract)

본 연구는 교류와 네트워킹을 통하여 예술 창작진흥을 꾀하는 국제 레지던스 프로그램이 국내에 정착되지 못한 문제의식에서 출발하여 ‘인천 아트 플랫폼’이라는 공간에 국제 레지던스 프로그램이 어떻게 하면 정착될 수 있을 것인가 그 방안을 모색하는 것을 주제로 삼고 있다.
‘인천 아트 플랫폼’이라는 공간을 선정한 이유는, 이 공간이 처음부터 ‘레지던스 프로그램을 축으로 한 미술 창작진흥 공간’이라는 계획을 세워 내년 완공을 목표로 세워지고 있기 때문이다. ‘인천 아트 플랫폼’은 국제 레지던스 프로그램이 국내에 정착하지 못한 현실에서 하나의 역할 모델로 기대되고 있는 것이다. 또한 ‘인천 아트 플랫폼’은 도시재생의 의미와 맞물려 현재까지 국내에는 시도되지 못한 도시계획(Urban Planning) 구도 개념으로서의 국제 레지던스 프로그램으로 새로운 사례가 될 것이다. 그러나 이러한 기대를 받고 있는 ‘인천 아트 플랫폼’은 아직 그 운영 프로그램의 구체적인 방안이 마련되어 있지 않다. 운영 프로그램은 이 공간이 기본방향을 충족시키며 운영될 수 있을 것인지를 판가름할 수 있는 잣대이다. 따라서 본 논문은 그 운영 프로그램과 선행되어야 할 기반을 제안하는데 목적을 두고 있으며 정책적인 부분, 다양한 운영 프로그램의 기획, 국제 문화예술 교류 확대를 위한 기반 확충으로 나누어 제안하였다.
‘인천 아트 플랫폼’에 적용시킬 수 있는 해외 레지던스 프로그램의 운영사례들은 모두 특색있게 운영되고 있는 곳을 선택하여 분석하였다. 오랜 역사를 통해 예술의 육성과 창작진흥을 이뤄온 해외의 국제 레지던스 프로그램은 다양한 운영 프로그램 · 전문인력의 활용 · 국가간의 권역 형성으로 국제 문화교류 활성화 · 다양한 재원 조성 · 작가 프로모션 기회의 확대 · 지역사회와의 관계 형성이라는 공통적인 특징을 지니고 있으며 이를‘인천 아트 플랫폼’에 적용시켜 이 공간에 국제 레지던스 프로그램이 어떻게 하면 잘 정착될 수 있을지를 연구하였다.
최근에 문화외교의 의미까지 포함하고 있는 국제 레지던스 프로그램은 상호 국가간의 관계를 유연하게 하고, 서로의 문화를 이해하고 공유하며, 문화예술의 발전을 가져오는 공간으로도 인식되고 있다.
‘인천 아트 플랫폼’이 앞서 언급한 도시재생의 의미와 문화외교의 역할까지 해내기 위해서는 더 많은 논의와 연구를 필요로 하는데, 본 논문이 그러한 논의와 연구에 조금이나마 도움이 되기 위하여 여러 가지 방안을 제안하였다.
‘인천 아트 플랫폼’의 성공적인 운영은 구도심 지역의 활성화와 동시에 근대 국제 관문이었던 인천의 지역성을 부각시키고, 국제문화교류를 통해 동아시아 문화허브도시로서 인천의 위상을 제고시키는 기대효과를 창출할 수 있을 것이며 나아가 국제 레지던스 프로그램이 국내에 정착될 수 있는 밑거름으로 작용할 것이다.

다국어 초록 (Multilingual Abstract)

This study aims to explore ways to establish the program in the ‘Incheon Art Platform’ space in an effort to boost art creation via exchange and networking, starting from the awareness that artist-in-residence programs have not been established well in Korea.
The ‘Incheon Art Platform’ space was chosen because from the beginning, this space started to be built as a space of art creation based on residence programs and to be complete next year. ‘Incheon Art Platform’ is expected to function as a role model, at this point that the program has failed to find a firm ground in the country. In addition, as a concept of urban planning design, never tried in Korea so far, ‘Incheon Art Platform’ will be a new example of an overseas artist-in-residence program, carrying the meaning of urban regeneration. However, ‘Incheon Art Platform’has no specific plan for its operating program despite of such expectation. An operating program is a criterion to determine whether this space will be able to be managed in its basic directions. Therefore, this article proposes an operating program and infrastructure as a pre-requisite for the program.
In addition, to examine cases of operating oversea artist-in-residence programs applicable to ‘Incheon Art Platform’, the study analyzed organizations with unique features of management. Overseas artist-in-residence programs which have made a contribution to the promotion of art creation over its long history are all characterized by various operation programs, use of experts, active international culture exchange by forming a block of countries, creation of various sources of funding, increase opportunities of artist promotion, and building of relationship with local communities, which can be applied to 'Incheon Art Platform'.
Having the significance of cultural diplomacy, overseas artist-in-residence programs lately have been seen as helping ensure a smooth relationship between countries and understand and share each other’s culture, as a space of the progress of culture and arts.
In an attempt to make 'Incheon Art Platform' to play a role of cultural diplomacy and deliver the meaning of urban regeneration as mentioned above, further discussions and studies are needed. The study proposes various strategies to contribute these discussions and studies.
The success of 'Incheon Art Platform' is expected to help activate the old downtown area, highlight regional features of Incheon as a modern International hub, and raise the city’s status as a cultural hub city in East Asia through international cultural exchange.
