개성공단 관리시스템의 현황과 개선방안

국문 초록 (Abstract)

개성공단사업은 남한의 자본과 기술로 북한의 땅에서 인프라를 조성하고 공장을 설립하여, 북한의 노동력을 활용하여 생산활동을 하게끔 하는 사업으로써, 국내외의 어디에서도 유례를 찾아 볼 수 없는 새로운 사업모델을 만들어 가고 있으며, 우리나라 현대사에서 매우 중요한 의미를 갖는다.
개성공단이 성공하기 위해서는 공단의 관리시스템이 효율적이어야 하며, 그러기 위해서는 관리주체의 조직과 기능이 효율적이어야 할 뿐만 아니라, 관리주체와 남북한 당국 등과의 유기적인 협조체계가 구축되어야 한다.
이러한 시각에서 본 연구는 개성공단의 관리시스템을 해부하고 그 개선책을 제시하였다.

첫째 관리주체인 관리위원회는 법률상 남북한 당국의 지도 또는 감독을 받도록 되어 있으므로, 지나친 간섭을 받을 소지가 있다.
이는 남북한 당국과 협력하여 관리업무를 수행토록 관련법을 개정하여야 한다. 장기적으로는 개성지역을 행정특구로 지정하는 방안도 검토할 필요가 있다.
둘째 관리수요에 비하여 관리위원회의 조직이 너무 비대하고, 남한의 전현직공무원이 요직을 차지하고 있어 조직의 전문성이 부족하다.
조직의 탄력성과 전문성확보를 위하여, 개성공단의 발전단계별로 조직진단을 하고, 그 결과에 따라 기능과 조직을 탄력적으로 운영하여야 하며, 남한정부 파견 직원을 전문성을 갖춘 직원으로 대체하고, 고도의 전문성을 요하는 업무와 타 기관에 비하여 효율성이 떨어지는 업무는 아웃소싱을 할 필요가 있다.
셋째 관리위원회의 예산은 대부분 남한정부의 유상지원으로 운영되고 있어 시간이 흐를수록 부채규모만 증가 할 것이다.
안정적인 재원확보를 위하여 아파트형공장, 숙박시설 등을 설치 운영하고, 기업과 근로자들이 북한 당국에 납부하고 있는 세금의 일부를 받아 운영자금으로 사용하는 방안을 추진하여야 한다.
넷째 개성공단운영과 관련한 기관 간에 유기적인 협조체계가 미비하여, 추진 주체 간에 정보공유나 협력이 부족하다. 따라서 북한당국을 포함한 효과적인 관리거버넌스 구축이 필요하다.
본 연구에서는 개성공단 관리거버넌스의 모형으로써, 다층적 관리거버넌스 (Multi level governance) 모형을 제시하였다. 기업협의회(입주기업 대표로 구성)를 중심으로 한 Micro level governance와 사업협의회(남북당국, 개발업자, 관리위로 구성)를 중심으로 하는 Macro level governance가 그 것인데, 관리위원회가 이 두 거버넌스의 운영자가 되어야 한다.

끝으로 본 연구가 개성공단 관리시스템의 개선과 개성공단의 성공에 도움이 되기를 진심으로 바란다. 특히 북한당국이 본 연구의 의의를 인식하여 공단운영 및 입주기업의 지원에 적극적으로 협력하는 계기가 되었으면 좋겠다. 그럼으로써 개성공단이 남한 중소기업의 당면한 경제적인 어려움을 극복하는 탈출구로써 뿐만 아니라, 북한의 자체 개발과 발전의 원동력이 되기를 희망해 본다.

다국어 초록 (Multilingual Abstract)

The Kaesong Industrial complex (KIC) is the project that South Korea’s build infra and factories with capital and technique on the ground of North Korea, in order to make productions with the labors of North Korea. It is the new business model over the world that is very important on Korea contemporary history.
To success of the KIC the management system of the industrial complex must be efficient with the organization and function of the management agency. And the cooperation with the management agency and the authorities of south and north Korea should be organic.
On this view, I analyzed the management system of KIC and presented the reform system as follows.

First, because Kaesong Industrial District Management Committee (KIDMAC) could be supervised (or must be guided) by South and North Korea authorities at laws, it is apprehended that KIDMAC is inter-fered with them heavily.
The relation laws must be revised in order that KIDMAC is not supervised (or guided) by South and North Korea authorities but cooperate with them.
In the long run, there is necessary KIC could be designated as a special district.
Second, the organization of KIDMAC is too big to be compared with management demands. And it is lack of the professionalism of the organization, because government employee of South Korea are working in the organization.
For the flexibility and professionalism of the organization, every development stage of KIC, the organization must be done in a system diagnosis. By the result, the system must be operated flexibly. Especially, the South Korea government employee transfers with the professionalist. It is necessary to do outsourcing of the professional business and less efficient business compared with the other agencies.
Third, the budget of KIDMAC is operated mostly with the loan from the South Korea government. So the recording debt size will be increasing.
For a stable financial resource, KIDMAC must build and manage apart type factories and hotels, etc. And it uses the part of the North Korea taxes which funded from factories and workers on the KIC district.
Fourth, the cooperation system is not organic between the agencies which relate with operating the KIC, the information sharing or cooperation is insufficient between the agencies.
So it is necessary to construct the management governance which includes the North Korea authorities.
On this paper, I presented the Multi level governance model as the KIC management governance model. It is the Micro level governance(which is operated by the industrialists conference) and the Macro level governance(which is operated by the project conference, consisted of South and North Korea authorities, developers, KIDMAC). KIDMAC should be the manager of these two governance.
At the end, I hope this paper help for the improvement of KIC management system and the success of KIC. Especially, the North Korea authorities recognized the meaning of this paper, And then they would be the cooperators in the industrial complex operation and the supporters of the industrialists. Finally, I hope that KIC is the exist where it overcomes the economic difficult of the South Korea industrialists, and the motive power of development of North Korea.
