The main purpose of this study is, to examine the major characteristics of various conflicts in the large scale development projects and to propose policy recommendations for the effective conflict management through the "Committee on Sustainable Development of Shiwha Region". The Committee consists here of resident representative, Shiwha advocacy group, experts, local government, and central government to resolve the conflicts through a meaningful discussion and consultation for consensus of development plan.
Ths study consists of four major parts. The first part reviews the conceptual and theoretical background of development conflicts. It provides a research framework for the analysis of empirical cases of conflicts and institutional settings for the conflict resolution in Korea.
The second part examines the empirical cases of siting and development conflicts based on 4 cases, which were well known large scale development cases in Korea.
They were collected from national and local scale daily newspapers and government's administrative data. The analysis shows a variety of conflict types among the related parties and the characteristics of conflicts.
The case of conflicts are classified into two major types; inter-governmental conflicts and government-resident conflicts. The two major types are further subdivided into various types. The inter-governmental conflicts are divided into central-local government conflicts and inter-local government conflicts, whereas the government-resident conflicts are divided into the central government-resident (or non-government organization) and the local government-resident conflicts(or non-government organization). These types are further divided by the characteristics of conflicts such as siting and management conflicts. The siting conflict consists of local opposition of locally unwanted land uses, competition between communities for the attraction of desirable facilities and land competition between communities for the attraction of desirable facilities and land uses, and the opposition of any land use for environmental protection or other public facilities.
Basically, the methodology has been used for this study was a quantitative method such as mail survey with 100 public officials and specialists to conduct the roles and rationality of "Committee on Sustainable Development of Shiwha Region" as an appropriate system for conflict resolution.
The last part proposes a few policy recommendations for the various conflict resolutions, including the improvement of institutional mechanism and policy tools for the prevention of conflicts, promotion of alternative conflict resolutions between the related parties, and promotion of efficiency and transparency in the operation of the conflict management system.
This study suggests that development conflicts cannot be easily resolved or prevented only with the improvement of institutional framework or policy tools. It is necessary to change the general perceptions on conflicts.
