우리나라는 1970년 이후 급격한 경제성장 과정에서 산업화와 도시화로 인한 도시의 인구과밀 현상이 발생하였다. 경제성장의 결과로 보다 풍족한 생활을 영위하게 되었지만, 반면에 지역 간의 불균형적인 발전으로 인해 빈부격차 현상이 심화되었다. 현재 우리나라의 사회적 소외계층은 1천만 명에 육박하며, 소비문화 역시 특정 상위계층에 집중되고 있어 사회 및 문화의 양극화 현상을 더욱 가중시키고 있다. 경제적 수준의 양극화 현상은 문화 양극화 현상으로까지 연결되어, 급기야는 사회적인 문제로 대두되었다. 이에 문화관광부에서는 2006년을 ‘사회 양극화 해소를 위한 문화나눔 실천의 해’로 지정하여 사회적 취약계층 및 소외지역에 대한 문화복지 사업을 추진하였다. 이러한 문화복지 사업의 일환으로 소외지역 생활환경 개선을 위한 공공미술 사업이 진행되었다. 이 사업은 2006년을 공공미술 원년의 해라 할 수 있을 만큼 큰 파장을 일으켰으며, 우리나라 공공미술의 발전 가능성을 제시하였다. 하지만, 시범적으로 이루어진 만큼 경험의 부족과 짧은 준비기간 등으로 여러 가지 문제점을 발생시키기도 하였다.
이에 본 논문은 2006년 문화관광부의 주최로 시행된 소외지역 생활환경 개선을 위한 공공미술 사업의 현황을 분석함으로써 현재 소외지역에 시행된 공공미술의 현황과 문제점을 파악하여 효율적인 발전방안을 모색하는 데 논문의 목적을 두고 있다.
이를 위해 2장에서는 공공미술의 이해를 돕기 위해 공공미술의 변화에 따른 새로운 개념과 구체적인 유형을 제시하였다. 또한, 형성배경 및 과정과 국내 공공미술의 현황을 제시함으로써 우리나라의 공공미술이 제도적으로 ‘건축 속의 미술’ 단계에 머무르고 있으며, 그중에서도 초기단계인 장식개념이나 야외조각 개념에 머물고 있다는 문제점을 제시하였다.
3장에서는 ‘소외지역 생활환경 개선을 위한 공공미술 사업’이 시행된 11곳의 작품, 관리현황과 주민참여 프로그램들을 조사하고 분석하였다. 전국적으로 이루어진 프로젝트를 지역별로 구분하여 정리하였으며, 많은 양의 작품이 제작되었기 때문에 직접 현장을 답사하여 훼손이 심각한 작품에 중점을 두어 현황을 분석하였다.
4장에서는 3장의 분석결과를 토대로 소외지역 생활환경 개선을 위한 공공미술 사업의 문제점을 유지관리 및 보수의 문제점, 주민참여 프로젝트의 문제점, 장소선정의 문제점으로 나누어 제시하였다.
11곳에 시행된 프로젝트들은 전반적으로 훼손된 작품이 많아 유지관리 및 보수의 문제점을 야기 시켰다. 지역별 편차를 보이지만, 참여작가 대부분이 서울에 거주하고 있어 관리상의 문제점을 나타냈으며, 관리 주체가 명확하지 않아 관리상의 혼란을 초래하였다. 주민참여 프로젝트의 문제점으로는 대상의 한계성과 형식적인 참여, 소통의 불화라는 문제점을 제시하였다. 이 사업은 주민참여형 공공미술을 도입함으로써 소통과정을 중요시하였다. 하지만, 대상이 용이한 아동과 노인으로 한정되어 있으며 결과물은 대부분 벽화로 제작되어 획일적인 결과물을 제시하는 등 형식적인 참여에 그치고 있다. 또한, 짧은 준비기간과 경험의 부족으로 주민들과의 소통에서 문제점이 드러났으며, 프로젝트 대상지가 대부분 재개발 지역이기 때문에 작품이 철거되거나 집의 재산가치 하락을 우려한 주민들이 배타성을 보이는 등 장소를 선정함에 있어서 문제점이 드러났다.
이러한 문제를 해결할 수 있는 방안으로 재정확보 및 효율적인 분배를 통한 발전방안과 지속적인 프로젝트 개발, 공공미술 전문기관 운영 및 매개자 역할의 전문가양성의 필요성을 제시하였다.

Since 1970, there occurred an overpopulation phenomenon in cities owing to industrialization and urbanization in the course of rapid economic growth in Korea. As a result of economic growth, they have come to lead a rich life, whereas a gap between rich and poor has been sharpened due to the unbalanced development between regions. Now, the socially alienated class in Korea has run up to ten million people, and also since the consumptive culture has been mostly enjoyed by the particular upper class, a social and cultural polarization phenomenon has been more deepened.
The polarization phenomenon in economy has appeared in society until it has become a social issue at last. Thus, the Ministry of Culture and Tourism designated the year 2006 as 'a year when cultural sharing is performed to solve the social polarization', so that it promoted a cultural welfare project for the socially vulnerable class and alienated region. As part of this cultural welfare project, a public art project was proceeded to improve the life environment in the alienated region. This project aroused some great concern enough to name the year 2006 as the first year of public art, suggesting the possibility of developing the Korean public art. However, several problems have been raised owing to lack of experiences and shortage of preparation period as it was performed by way of showing an example.
Thus, this thesis aimed at searching for the effective developmental measures by analyzing the realities of public art project to improve the life environments in the alienated region enforced under the sponsorship of the Ministry of Culture and Tourism in 2006 to find out the challenging problems.
For this in chapter 2, some new concepts and specific types of public art were presented according to its transition in order to help understanding of it. Also, it suggested the background and process of formation, and the realities of domestic public art, pointing out the problems of Korean public art: it has remained at the stage of 'Art in Architecture' in terms of system, specifically it has stayed at the early stage in aspects of concepts of decoration or open-air sculptures.
In chapter 3, the artworks in 11 places where the 'public art project to improve the life environments in the alienated region' were enforced, its present conditions of management, and programs for residents' participation were researched and analyzed. Because the projects nationwide were classified and defined according to regions, and great numbers of artworks were produced, a priority was given to more damaged artworks after making a field investigation to analyze the realities.
In chapter 4, the problems of the public art project to improve the life environments in the alienated region were raised based on the results of analysis in chapter 3 in terms of maintenance and repair, resident participation project, and location.
The projects enforced in 11 places caused some problems in maintenance and repair because many artworks were, in general, damaged. Though it was not the same in all the regions at all, most of participant artists have resided in Seoul and the central managing body was not clearly designated only to lead to problems and confusions. The problems of resident's participatory project included limitation of subjects, formality of participation, and dissentious communication. This project introduced a resident's participatory public art, attaching importance to the course of communication. But as the subjects were restricted to ready children and the aged and the outputs such as mural paintings were mostly standardized, it has become mere a formal participation. There appeared some problems in communicating with the residents owing to short period of preparation and lack of experiences, and because the redevelopment areas were chosen for the project for the most part and the residents there who were afraid of withdrawal of artworks and depreciation of the asset value of their houses took an unfriendly attitude toward the project.
As a way to solve these problems, it was required to focus on some developmental measures such as fundraising and effective distribution, sustainable project development, operation of specialized public art institutions, and training of experts who will act as mediators.
