Due to its characteristics, military land was not used rationally or economically, not to mention its constraint on the access for private citizens. Recently, the usage of area per soldier has been increasing every year due to the development of weapons. However, given the increase in the awareness of individual rights and the perception of environmental protection, the need for the military to establish and to execute a management plan for the military land that is economical, rational, and environmentally friendly is eminent.
Currently, both Koreas are using wide span of military land. However, a large amount of military reduction, transfer of military units, and the merger and abolition of military will follow after the reunification of Korea. With North and South Korea put together, the unused land of about 1,323-1,653㎢ is expected to follow. Taking the reunification of Germany, Korea is most likely to go through a similar process of military unification. At this very moment, we need a management plan for the military land that is economical, efficient, rational, and environmentally friendly. This research proposes the following 4 plans.
First, in the long term, there needs to be a comprehensive establishment plan for the long term military facilities. Such long-term plan must be in accordance with the land development plan of the post-reunification of the Korean peninsula.
Second, the best location for the military unit that corresponds with technology, security, economy, and the land development plan must be located through the GIS(Geographic Information System), which combines the information that is owned by the citizen, government, and the military.
Third, a calculated program of Korean BRAC (Base Realignment and Closure) needs to be developed in advance for the transfer and the rearrangement of military bases, of which can be found from the US military.
Fourth, there needs to be a creative way of decreasing the budget, and there's also a need for a socially friendly and environmentally friendly development that can benefit the local residence economically as well as culturally.
