민간소장 대통령기록물의 수집 방안 = (A) study on the ways of collectiong presidential records in private possession

This study is based on the purpose to understand the importance of Presidential Records in Korea and to collect Presidential Records of many generations in private possession so that they can be professionally and systematically preserved and cared by Presidential Archives. Also, this study has focused on how to efficiently collect Presidential Records in private possession. Precisely, the purpose of this study is to derive concrete plans to collect Presidential Records in private possession.
With this intention, I started with reviewing Korean legal & systematic status in connection with collecting Presidential Records. Through this process, I've been willing to find out why Presidential Records of many generations have been drained out to private possessors and what the defects of current law & system are in collecting them back. The means to collect Presidential Records should be devised on this foundation.
In order to figure out how to collect Presidential Records in private possession, I've been given with ideas by means of analyzing related cases of major advanced foreign countries and domestic organizations which have already been involved in collecting activities. In case of major foreign countries, the range of collectable Presidential Records are much wider comparing Korea. Especially in U.S.A., the position of Presidential Records collecting organization is far higher and more independent than Korea. The Korean organization should be promoted to the higher position just like U.S.A so that they can be more professionally & independently responsible for collecting activities.
I've confirmed that in major foreign cases, private possessor can be granted tax cut advantages if records are collected in forms of donation, deposit & purchase. In addition, such various methods as interview, etc. have contributed to encourage collecting activities. Also, every kind of guideline and policy book support to improve understanding and participation.
On the other hand, certain ideas about collecting process of each organization and managing document formats, etc. can be obtained through domestic cases.
In this study, the points I'm making regarding what the problems of collecting Presidential Records in private possessions are & how to improve by means of analyzing domestic and foreign cases are concluded like following. First of all, legal & systematic improvements such as widening the range of Presidential Records and promoting position of National Archives of Korea and Presidential Archives are necessary.
In addition, more concrete clauses about collecting should be legislated in Administration Law on Presidential Records as a legal basis. Any guidelines, policy books on collecting and specific plans should be also made for efficient collecting activities. These will support to more effectively collect Presidential Records in private possession.
This study is significant in terms of recognizing the importance of Presidential Records and reasoning why Korean Presidential Records have been drained out to private possessors. Once more, this research is also meaningful in figuring out the legal & systematic deficiencies we have in collecting Presidential Records of many generations in private possessions and suggesting ideas to improve.
However, a limit is placed on this study at the same time like following.
Firstly, domestic & foreign cases mentioned are analyzed mainly in reference to materials from documents and web surfing. Therefore, practical collecting activities are not implemented, which could cause any possible discrepancies slightly between actual collecting activities and analysis result in this study.
More efforts to experience actual collecting activities in addition to document analysis should be fulfilled in case analysis of future studies in this regard.
Secondly, the collecting methods of Presidential Records in private possession suggested in this study are on comprehensive level. Thus, more specific details to each method need to be further presented in follow-up researches.
I expect this study to even slightly contribute to have Presidential Records collected back to Presidential Archives and properly preserved and cared.
Also, I'm looking forward to meeting with continuous follow-up researches in more specific and detailed way in the near future.
